Position Overview: The Provider Workforce Development Program Manager will work as part of the PacificSource Provider Network programs team, developing and implementing strategies to improve timely access to care and access to culturally and linguistically appropriate care. Responsibilities include management and oversight of provider workforce development plans for each PacificSource Coordinated Care Organization (CCO) award region, advancing rural and independent provider workforce strategies across lines of business, and innovating to develop the internal structures and processes to ensure successful implementation. Responsibilities also include engaging/informing/responding to community stakeholders including regional Health Councils, education systems, workforce boards, contracted providers, and managing and fulfilling all provider workforce-related contractual obligations.

Essential Responsibilities:


  • Develop annual provider workforce development assessment report for each PacificSource CCO award region and other lines of business as required.

  • Develop comprehensive regional provider workforce development action plans aligned with Oregon Health Authority (OHA) specifications, including the Delivery System Network (DSN) Narrative report.

  • Manage the PacificSource cross-departmental Provider Workforce Development Strategies Committee.

  • Support the development of Enterprise-level provider workforce initiatives including but not limited to rural and independent practices and telemedicine strategies.

  • Lead the assessment and development of the annual OHA-required Traditional Health Worker (THW) payment grid.

  • Monitor contract requirements for adherence to components, track and manage deliverables, establish improvement action plans as needed.

  • Develop, facilitate and/or participate in internal work groups or committees to develop community level consensus on the successful development and implementation of provider workforce strategies.

  • Engage and collaborate with regional Health Councils, educational institutions, regional workforce groups, provider groups, and related subcommittees in the PacificSource CCO award areas. Contribute to additional CCO contract required reporting.

  • Collaborate and align with the Traditional Health Worker Liaison team, Access to Care Program Manager, Diversity, Equity and Inclusion team, and Community Health Excellence (CHE) grants program to advance strategic provider workforce development initiatives.


Supporting Responsibilities:

  • Engage PacificSource departments in advancing comprehensive workforce development strategies.

  • Meet department and company performance and attendance expectations.

  • Follow the PacificSource privacy policy and HIPAA laws and regulations concerning confidentiality and security of protected health information.

  • Perform other duties as assigned.


SUCCESS PROFILE

Work Experience: Minimum of 5 years' experience in program development and implementation required. Experience in provider workforce development highly preferred. Experience developing interventions that improve access to culturally and linguistically appropriate highly preferred. Direct insurance or health plan experience a plus.

Education, Certificates, Licenses: Masters in Public Health, Healthcare Administration, Business, or related field strongly preferred. Bachelor's degree required.

Knowledge: Training and experience in program development and implementation required. Strong analytical, problem solving skills, and technical writing skills required. Excellent public relations, presentation, and interpersonal skills required. Demonstrated successful communication skills, including public presentation, training, meeting facilitation. Knowledge and understanding of social determinants of health and health equity and a commitment to diversity and inclusion. Demonstrated experience in designing/implementing transformational initiatives to meet regulatory requirements, engaging internal and community stakeholders, conducting stakeholder/provider meetings, and leading and contributing to cross functional teams to initiate work, problem solve, develop and execute plans, and complete work requirements. Maintain high level of knowledge of regulatory requirements, company products, health reform trends at the Federal and State levels, and the insurance industry. Math skills required including percentages, ratios, graphing. Demonstrated skills with the following software: Microsoft Word, PowerPoint, Excel.

Environment: Work inside in a general office setting with ergonomically configured equipment. Travel is required approximately up to 50% of the time.

Physical Requirements: Stoop and bend. Sit and/or stand for extended periods of time while performing core job functions. Repetitive motions to include typing, sorting and filing. Light lifting and carrying of files and business materials. Ability to read and comprehend both written and spoken English. Communicate clearly and effectively.
