Koniag Management Solutions (KMS), a Koniag Government Services company, is looking for a highly qualified, experienced, and self-motivated individual to perform the duties of the Technical Project Manager with a Secret Clearance to support KMS and our government customer in the Washington, DC area. This is a remote opportunity.

Position Overview:
KMS is responsible for the development and maintenance of an SEIM Strategy, SIEM gap assessment, governance, comply with Agency project management, architecture, and engineering for the effective The Contractor shall be responsible for the engineering, design, procurement, and implementation to expand USAID's SIEM infrastructure. The implementation includes management of all current data in the existing Splunk and Syslog environments within the 7-year retention period as defined within ADS-545, and ingesting logs and event data that meet EL1, EL2, and EL3 of M-21-31 requirements per Executive Order 14028, Improving the Nation's Cybersecurity. KMS will perform engineering tasks to deploy SIEM analytics suites, Security Orchestration, Automation and Response (SOAR), User Behavior Analytics (UBA) and Packet Capture (PCAP). The PCAP solution is required to retain 72 hours' worth of the full packet capture data. KMS PM will ensure compliance with M/CIO Architectural Review Board / Engineering Review Board approval and other governance requirements.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Provide technical project management across all SIEM program tasks.
  • Develop and track an SIEM Program Roadmap, including required project artifacts, that paves a vision for implementing a successful SIEM Program.
  • Work with the Program/Project Government Lead to establish processes and procedures to maintain compliance with Annual Audits and implement any changes that might be required to satisfy the audit recommendations.
  • Ensure gaining/maintaining stakeholder buy-in, keeping their interest level and involvement throughout the project via developing and maintaining effective project communications.
  • Provide project oversight, working with the technical team to ensure to deliver the required solutions on time, on budget and within agreed to scope.
  • Execute SIEM projects tasks based on the M/CIO approved project management methodology; ensure the development of all project management deliverables and artifacts according to the Project Schedule.
  • Ensure business and functional decisions are made to accomplish technical development progress and completion.
  • Provide active monitoring and control of cost/budget, schedule, scope, and quality throughout the project lifecycle and provide on-going and ad-hoc status reporting to the M/CIO Project Management Office and Program Management as required.
  • Coordinate with the Contracting Officer's Representative (COR) and assigned Program and Contracts Management (PCM) Analysts to ensure timely and accurate submission of invoices and provide
  • Develop transition plans, project artifacts/products, and solutions to complete the transition to an operational state while implementing continual maturation and capacity planning for the SIEM solution.
  • Develop a shared, collaborative SIEM deliverables tracking system and centralized, accessible repository to house required contract deliverables and project specific deliverables.
Work Experience, Knowledge, Skills & Abilities:
  • Bachelor's degree and 8+ years of technical project management experience supporting IT operations, identity management, or equivalent
  • Experience applying general subject matter expertise and consultative support related specifically to IT and SIEM functions, technologies, approaches, and industry direction
  • Experience with and advanced technical knowledge of cybersecurity and IT infrastructure technologies to leverage in the technical architecture, design, implementation, and modernization of the SIEM solution

Working Environment & Conditions
This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
