ECS is seeking a Senior Program Manager, National Security & Intelligence Growth to work in our Fairfax, VA office.

Job Description:

ECS is seeking a highly motivated and experienced Senior Program Manager for National Security & Intelligence. In this role, you will be responsible for working at the intersection of various programs across the Division's operations (delivery) and strategic growth by assisting in business development and capture efforts, specifically focused on applying advanced technologies to multi-disciplined intelligence operations across all operational domains of the Department of Defense (DoD).

Responsibilities:

  • Collaborate with the Business Development teams to identify and pursue growth in new business opportunities within the DoD/DIE market, specifically related to advanced technologies for muti-intelligence operations to support DoD, US Military, Allies and Partner operations.
  • Lead and enable others in the development and execution of a comprehensive capture strategy, including customer engagement planning, shaping strategy, solution development, teaming, pricing strategy, and identifying key personnel.
  • Build and maintain strong relationships with key stakeholders in the DoD and Defense Intelligence Enterprise, including mission owners and decision-makers.
  • Lead cross-functional teams in the development of proposed solutions and win strategies that meet and exceed customer requirements.
  • Stay up-to-date with the latest trends and advancements in technology relevant to the tasking, collection, processing, exploitation and dissemination of classified and unclassified multi-domain intelligence and operational data.
  • Collaborate with internal senior leaders, including Business Development leads, Account leads, and Program teams to capture qualified opportunities and drive successful outcomes for contract growth, recompete contracts, and new growth.
  • Provide regular updates and reports on business development and capture activities to senior leadership.
  • Provide thought leadership and concepts/capability requirements for Artificial Intelligence (AI) and Machine Learning (ML) applications to support program(s) delivery for client requirements.
  • Orally present and communicate instructions, and in writing reports or documents that convey the findings/results of analysis to non-technical audiences.
  • Provide direct supervision, program control, scheduling and management of your team consistent with priorities and assignments by the division and group leadership.

Required Skills:
  • Must be a US Citizen.
  • Active Top-Secret Clearance and SCI eligibility.
  • Bachelor's Degree in a relevant field.
  • 20+ years applicable experience in US Defense/Military Intelligence.
  • Proven experience in the Defense Intelligence Enterprise at the senior level of operations in one or more US intelligence disciplines (e.g. SIGINT, HUMINT, GEOINT, etc.)
  • Strategic-to-Tactical experience in intelligence operations, with experience in one or more of the following: aUS Combat Support Agency (e.g. NSA, NGA, DIA, or NRO), a Service Intelligence Center (e.g. MCIA, NGIC, NASIC), or a Service HQ Intelligence organization (e.g. USMC DIRINT, USA G2, DAF A2, CNO N2, or JS J2).
  • Knowledge and experience in US Military Intelligence, with a focus on SIGINT, GEOINT, and OSINT; ideally with experience in Maritime Operations to support US Joint Force Operations and naval/littoral targeting.
  • Demonstrated success in capturing and/or shaping requirements for intelligence programs, intelligence and operational systems, and associated support contracts to develop and/or apply advanced technologies to the intelligence processes in the DoD and/or the US IC.
  • Strong analytical and strategic thinking abilities, with the ability to develop and execute comprehensive capture strategies.
  • Strong understanding of the DoD market landscape, including prime contractors, system integrators, and service providers.
  • Excellent communication and interpersonal skills, with the ability to build and maintain relationships with key stakeholders.
  • Ability to collaborate effectively with internal and external partners.
  • Strong research, writing, and presentation skills.
  • Open to traveling within the Washington DC Metro Area, and CONUS.
  • Ability to communicate and relate to technical experts in AI/ML, computer/software engineering and development, and data management.
  • Proven ability to lead change across intelligence functional areas using innovative technology solutions and process improvement.

Desired Skills:
  • Master's degree in Intelligence Analysis, Business, or Leadership.
  • PMP (Project Management Professional) Certification.
  • Working knowledge of the Defense Acquisition System (DAS) and/or US Military Service centric capability requirements determination, development, and integration.
  • Working knowledge of AI/ML algorithm development and fielding.
  • Working knowledge of National Technical Means intelligence systems and data.
  • Experience working with the DoD SAFe Agile framework a plus.
