SUMMARY

Coordinates and oversees the airlines station/ground operation activities including but not limited to warehousing, trucking, airport operations, aircraft handling, and Ground Service Equipment (GSE) maintenance. Directs and coordinates activities within the operation that obtain optimum use of the company’s equipment, facilities, and personnel. Overall management of the company’s ongoing operations to ensure all aircraft movements, airport activity, ramp handling, loading /unloading of aircraft meet all company and government requirements. Responsibilities include both vendor, agent, and employee management to include procurement, hiring and training of employees; planning, assigning, and directing work; evaluating performance; rewarding and disciplining employees; addressing complaints and resolving problems. Managing and tracking KPI’s and performance for each station under the region assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIESinclude the following. Other duties may be assigned.

Liaises with airport authorities, handling agents, and various airport vendors and airport stakeholders.

Oversees the development and management of capital expenditures that are station-related and projects and or the procurement of equipment associated with the project plan.

Direct and control agent, \vendors or employees, and equipment to efficiently complete the tasks within established company standards.

Monitor and/or conduct required training of stations within assigned region.

Monitor and evaluate the performance of station and ground operations activity

Responsible for achieving all station and ground operations procedures goals regarding performance, safety, service, and regulatory compliance.

Enforces compliance with administrative policies, procedures, safety rules, and government regulations. (Regulatory agencies).

Develop or revise station and ground operations procedures that would enhance operational effectiveness and efficiency.

Analyze schedules, trends, and other factors which might affect workloads; aircraft handling and customer awareness for each station. Ensure stations operate in the most efficient manner possible while meeting overall operational objectives.

Proactive in anticipating problems and initiates actions to solve issues regarding station and ground operations procedural matters.

Maintain an optimum level of agent, handler, and employee morale by proper and consistent discipline or commendation.

Responsible for the assignment of work performed by outside vendors as well as the purchase of ground service equipment to include leases and rentals, price negotiation, warranty terms, and delivery.

Maintain and protect the proper use of all company property.

Must have working knowledge in all aspects of ground operations including Weight and Balance, Special Loads, Hazardous Materials, Deicing, Fueling, Catering, Security, etc.

Must be willing to perform all other activities and special projects as directed by the VP of Airport Operations.

Recognizes opportunities to control costs and supports corporate initiatives accordingly to include the overall station budget and finances with specialization in cost control.

Be knowledgeable of company policies and procedures to include relating the interpretation of such to subordinates.

Asses if procedural changes are required/needed and assist said implementation to the company’s Cargo Operations Manual or any other related manual.

Ensures procedures and guidelines are established for airlines Ground Operations, ground handling, ground training, and ground services.

Conduct agent, handler and employee performance evaluations or vendor reviews for continuous improvement

Ensure compliance with established company safety policies and procedures.

Maintain regional stations up to date emergency preparedness including telephone lists and review records at least every six months.

Provide prompt response to service requests.

Hire and ensure proper training and paperwork completion for all new employees.

Ensure all required reports are completed and submitted in a timely fashion.

Travel as required.

Track the department's performance and compare it to the standards of all activities.



JOB PERFORMANCE STANDARDS

3. Perform employee reviews on time.

4. Maintain on-time performance goals.

5. Ensure subordinate performance levels meet standards established.



BACKGROUND AND QUALIFICATIONS:

  • Knowledge of applicable FAA, TSA, and CBP regulations including standard security programs such as OSHA and DERM regulations.
  • Must have the ability to communicate both oral and written in a professional manner.
  • Knowledge and/or certification of Hazardous Materials handling.
  • Knowledge of the rulemaking process and ability to provide input to the process in the Company’s best interest.
  • Computer literate and specific background in the required subject areas.
  • Proficient in Microsoft Office
  • Familiar with GSE maintenance procedures and management.
  • Individuals must possess a valid driver’s license and have maintained a safe driving record.
  • Detailed knowledge of Ground Handling requirements, including Service Level Agreements (SLA’s) and Key Performance Indicators (KPI’s).
  • Knowledge of IATA ground handling procedures (SGHA).
  • Knowledge of IATA Safety Audit for Ground Operations (ISAGO).
  • College Degree in aviation or the equivalent experience in the management of cargo/freight handling including customer service, and ground handling of commercial aircraft.
  • Must have a valid U.S. Passport and willing to travel as part of the job.
