Job Description Summary:
The PayPal HR team is seeking an experienced, highly engaged and dynamic risk manager to be a critical part of the HR Business Risk & Controls team, a global front-line team responsible for helping manage and execute day-to-day risk management activities across HR. Specifically, this individual contributor is responsible for helping the team deliver an effective and sustainable risk-based program for HR. The position holds global responsibilities and may require coordination between APAC, EMEA, LATAM, and North American teams.

The ideal candidate will be passionate about helping HR deliver best-in-class services to the enterprise while developing appropriate controls to mitigate risk to acceptable levels. Success in this position will require the development of an extensive internal network, both within and beyond the HR function and an ability to work well with and through others to effectively execute. The successful candidate will navigate easily between both strategic and hands-on items on the to-do list, serving not only as a thought partner to key stakeholders but also as the driver of critical business initiatives.

Job Description:

Responsibilities include:

  • For assigned areas of focus, lead risk management efforts across the organization by facilitating process assessment mapping, risk assessments, implementation of controls around identified risks, conducting testing and providing recommendations for operational controls.
  • Develop strong partnerships in order to work collaboratively with senior leaders, management and other functional teams to proactively identify, assess, manage and mitigate key/top risks and issues.
  • Proactively identify opportunities for change which will mitigate risk and add value to achievement of set objectives and work ongoing to prioritize these changes.
  • Provide leadership, consulting, challenge, and support to the global organization to ensure appropriate development, implementation and ongoing maintenance of effective risk management strategies and standards. Ensure HR programs adhere to appropriate policies, regulations and align with PayPal strategy/policies and enterprise risk management objectives.
  • Help deliver effective and sustainable governance of HR policies and programs
  • Partner with Second Line of Defense teams to stay abreast of changes in laws and regulations and recommend appropriate changes to ensure that operations adapt to comply with these changes.
  • Help be a change agent to drive a positive risk culture across the Human Resources organization.

Job Requirements:
  • Ability to fluently articulate comprehensive risk management framework and each of the key elements of a risk program
  • Exceptional critical thinking skills and sound judgment; ability to 'see the forest for the trees' - approach problems in a quantitative and qualitative manner; partner with the business to understand their needs and drive solutions with appropriate controls to mitigate risk to acceptable levels
  • Strong problem-solving, planning, and execution skills, coupled with an ownership mentality to ensure tasks are seen through to completion.
  • Highly skilled at simplifying and operationalizing processes, coupled with excellent verbal and written communication skills. Eager to learn new things and apply knowledge to innovate, improve/simplify processes.
  • Thrive in a global, fast-paced, and dynamic work environment. Ability to manage highjobcomplexity and constant multi-tasking with exceptional attention to detail. Well organized, resourceful, able to prioritize well, work efficiently. Shows flexibility as workloads fluctuate.
  • Demonstrated ability to influence and work effectively and cross-functionally with global teams at all levels (including senior leadership) within a highly matrixed organization.
  • A genuine interest and ability to connect with, build and maintain relationships with people at all levels and across organizational and geographic boundaries.

Basic Qualifications
  • 7+ years relevant financial services risk management and/or compliance experience at a full- service financial institution with both domestic and international businesses
  • Experience with HR processes, technology, and controls
  • Experience working within a highly regulated environment
  • Bachelor's degree (B.A. or B.S.) or equivalent experience required
  • Professional certifications such as CRCM or CRISC are a plus
