POSITION SUMMARY

The Sponsored Research Officer will report to the Associate Vice President of Finance with close collaboration with the Vice President for Academic Affairs and will supervise one employee, the Grants Specialist. This position will be responsible for all pre-and post-award administration ensuring we are supporting faculty, using efficient and effective processes to meet necessary timelines and complying with all required terms and conditions. This position will ensure the college has implemented all required grants and contracts policies and procedures while working toward growing the grants and contracts portfolio of the college by assisting faculty in proposal submissions. The Sponsored Research Officer is expected to be the expert in this area and to seek continuing education as necessary to keep current.

SUMMARY OF DUTIES, RESPONSIBILITIES AND GOALS

  • Manage the accounting, compliance and grant seeking for sponsored programs, including both pre-and post-award review and compliance such as time and effort reporting, sub-recipient monitoring, financial reporting, invoicing, monitoring of expenditures for allowability, draw procedures, etc.
  • Develop and maintain institutional sponsored program policies and procedures and maintain related webpage content.
  • Assist in expanding the College's externally funded programs by identifying potential grant sources from federal, state, and local agencies to support faculty research, training, and professional development and disseminating information about funding opportunities to faculty and staff on a regular basis and informing specific faculty and staff about opportunities in their areas of interest/expertise/research. Will be the point person for faculty applying for grants, helping them coordinate and streamline the process and assisting with the preparation of proposal forms as needed. Will collaborate with the Center for Research and Scholarship, as its chair plays a key role in liaising between the Dean's office and faculty, especially when individuals require an institutional nomination.
  • Review proposal packages for external funding to verify compliance with institutional policies, applicable laws and regulations, and certifications. Facilitate effective internal review of proposed submissions including contracts, recommend approval of institutional proposals, submit grant proposals to external funding agencies or organizations on behalf of the college, prepare and disseminate award notifications, and maintain essential records and files relating to grants and contracts (records retention requirements).
  • Review all modifications of awards, requests for extension and revisions in implementation schedules, and negotiate or assist principal investigators with the negotiations with agency representatives concerning these issues; supervise the preparation of correspondence regarding grants and contracts.
  • Oversee the preparation and administration of all sub-awards to partner institutions and agencies and perform required sub-recipient monitoring activities.
  • Respond to requests for information and data regarding grant activity and sponsored projects.
  • Create and maintain systems for dissemination of information concerning external funding opportunities, application processes, compliance matters, and other grants-related information.
  • Coordinate and assist grant writers with the gathering of institutional data for grant submissions and develop and maintain boilerplate information about Occidental College that can be used for grants submissions.
  • Coordinate with the Institutional Review Board (IRB), Institutional Animal Care and Use Committee (IACUC), and Policy Coordinator on ensuring compliance with regulations regarding human subjects, animal research, and other areas, as necessary.
  • Collaborate with Corporate and Foundation Relations, Office of the General Counsel, Human Resources, the Facilities Department and other campus departments, granting and government agencies, and others to ensure compliance with all internal and external requirements.
  • Train faculty and staff on grant-related matters that will increase successful grant proposals as well as improve compliance with internal and external requirements.
  • Actively collaborate with members of the campus community to remain engaged and aware of interests and funding needs.
  • Perform other duties as assigned.

QUALIFICATIONS

Minimum Qualifications

  • Bachelor's degree is required
  • Five or more years of experience in higher education sponsored projects, contracts, cooperative agreements, and grants administration with a proven track record of success
  • Strong interpersonal skills and the ability to build strong relationships with a diverse range of internal and external partners
  • Strong financial accounting skills and attention to detail
  • Must have a demonstrated commitment and ability to effectively collaborate and serve a diverse workforce with members from minoritized and marginalized social groups
  • Experience in compliance management and a broad understanding of regulations relating to grants
  • Understanding of federal regulations and agency guidelines for grants management and sponsored research, including NSF, US Department of Education, USDA, NIH, NASA, NOAA, NSA, NEA, and NEH
  • Knowledge of OMB Uniform Guidance 2 CFR 200, Cost Principles, and Audit Requirements for Federal Awards
  • Knowledge of and experience with Grants.gov, Research.gov, ERA Commons/ASSIST, Fastlane and other online proposal submission and reporting platforms

Preferred Qualifications

  • Advanced degree is preferred.
  • Experience with Grants Management Software
  • Broad working knowledge of federal grant funding policies, submissions, and pre-award and post-award management
