Arlluk Technology Solutions, LLC, a Koniag Government Services company, is looking for an experienced individual to perform the duties of a SME Computer Systems Analyst tosupport ATS and our government customer in Washington, DC. This is a remote opportunity.

Position Overview:

The Subject Matter Expert (SME) Computer Systems Analyst is an integral component of a team supporting a federal client's vision to achieve operational excellence by maintaining a mission critical system that is needed to transmit vital Federal client Department financial data to other Federal agencies. To support ongoing Operations and Maintenance (O&M) technical and functional support services and provide ongoing support to ensure there is a continuous reconciliation between Oracle Federal Financials and central accounting and Program systems.

The SME provides technical/management leadership on major tasks or technology assignments. Establishes goals and plans that meet project objectives. Has domain and expert technical knowledge. Directs and controls activities for a client, having overall responsibility for financial management, methods, and staffing to ensure that technical requirements are met. Interactions involve client negotiations and interfacing with senior management. Decision making and domain knowledge may have a critical impact on overall project implementation. May supervise others. Analyze science, engineering, business, and other data processing problems to implement and improve computer systems. Analyze user requirements, procedures, and problems to automate r improve existing systems and review computer system capabilities, workflow, and scheduling limitations. May analyze or recommend commercially available software.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Provide technical/management leadership on major tasks or technology assignments.
  • Establish goals and plans that meet project objectives
  • Meet and coordinate with stakeholders to establish project scope, system goals and requirements
  • Translate technical specifications into clear non-technical requirements
  • Directs and controls activities for a client, having overall responsibility for financial management, methods, and staffing to ensure that technical requirements are met
  • Interactions involve client negotiations and interfacing with senior management
  • Provide decision making and domain knowledge on overall project implementation
  • Analyze science, engineering, business, and other data processing problems to implement and improve computer systems
  • Analyze user requirements, procedures, and problems to automate or improve existing systems and review computer system capabilities, workflow, and scheduling limitations
  • Develop project plans and manage projects from initiating to execution and closing
  • Prepare and maintain all project documentations
  • Provide and revise documentation per changes to systems and operational needs
  • Monitor systems and provide performance status reports
  • Gather and analyze data, interpret the data and its relationship to workflows and identify patterns and trends
  • Create and present on reports as needed by the business
  • Analyze and recommend software solutions
  • Collaborate with developers to implement requirements and provide necessary guidance during quality assurance process
  • Find creative solutions to complex problems
  • May supervise others and/or work in a team environment
  • Ensure a positive and professional Federal client service experience
Required Knowledge, Skills and Experience
  • 5+ years working experience as a Computer Systems Analyst
  • 5+ years Oracle database experience
  • Proficiency in SQL programming
  • Strong understanding and knowledge of the principles and practices associated with database maintenance and administration
  • Experience in data modeling, database schema, database relationships, and ER diagrams
  • Experience and knowledge in financial management
  • Experience with reporting and Business Intelligence tools
  • Strong technical and analytical skills
  • Excellent interpersonal skills
  • Excellent critical thinker and have superior communication skills both written and verbal
  • Experience working in an Agile development environment
  • Exceptional problem-solving skills
  • Excellent organizational skills and attention to detail
  • Strong presentation skills
  • Proven ability to assess business needs and translate them into relevant solutions
  • Working knowledge of a wide variety of common programming languages (e.g., Java, Python, C/C++)
  • Experience in developing and providing IT and end user training on computer hardware and/or application software
  • Experience in leading a team or working in a team-oriented environment
  • Experience with Federal consulting
  • Bachelor's degree in Computer Science, Computer Engineering, IT, or related

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
