General Description
As an experienced member of the Contracts Department, you will be responsible for the cradle-to-grave activities of Contract Administration for an assigned business area. This includes Proposal support, contract award, contract administration, subcontract administration, and close out activities. Day to day responsibilities will be to review, negotiate, and manage a mix of single award and large, complex, multifaceted, long-term contractual agreements in support of both Government and Private industry Maritime programs; both as a Prime Contractor and as a Subcontractor to other Government Primes. This includes preparing Cost/Business Volumes and ensuring proposals submitted are responsive and contain accurate and complete certifications and terms and conditions in accordance with company policies and all applicable laws and regulations. Also, you will provide post-award support to contracts by reviewing and negotiating terms and conditions of the awarded contracts as well as negotiating modifications, educating and advising internal teams regarding contractual issues, and identifying and helping to successfully resolve changes that may arise during contract performance.
General Duties
Responsible for both pre and post-award contract and subcontract actions. Pre-award activities include drafting and negotiating non-disclosure and confidential information agreements and teaming agreements; interfacing with the Prime and Government Contracting Officers to receive solicitation documents and transmit Q&A's; reviewing and analyzing RFP terms and conditions to summarize requirements for the program and proposal teams; participating in proposal writing and coordination for the Cost/Business Volume; coordinating OCI screenings; providing risk assessments for various regulatory and compliance sections; recommending and developing mitigation approaches; submission and tracking of all proposal submissions; and negotiating price and terms and conditions with the customer. Post-award actions include reviewing and negotiating award documentation, interpreting contract terms for program managers and other areas of the company, preparing and negotiating modifications, and addressing subsequent issues that arise during performance to include attending customer and internal meetings, Program Management Reviews (PMRs), etc.
Work closely with the Program and Financial teams to monitor performance, reduce risk and track funding status - providing written funding notifications as needed. Assists with monitoring and tracking funding modifications as well as administrative transactions of the awarded contracts. Assists with Subcontractor and Vendor management by issuing Subcontract documentation and establishing charge structures that support contractual compliance.
Responsible for coordinating Contract Closeout activities, collecting all necessary final performance certifications from the Program team, Security Officers, and Finance as well as verifying contractual funding levels against invoiced amounts. When necessary, validates the Level of Effort or other Incentive fee earned amounts against the Contractual terms and conditions.
As a subject matter expert, the contract specialist regularly advises management of contractual rights and obligations. Reviews and resolves all issues effecting company compliance and ensures satisfaction of legal requirements, company, and customer objectives. Provides creative leadership from knowledge of industry best practices and most current developments in contract administration.
Provides regular reporting to senior management on contract issues.
