Primary Duties:

Under general oversight from the College Dean, the Administrative Analyst/Specialist administers the financial and personnel resources of the College of Engineering; consisting of 7 departments, 3 centers and/or programs, with approximately 160 number faculty, staff and student employees and a complex baseline budget totaling $8.5 million annually. The incumbent works closely with the Dean, Associate Dean and Chairs/Directors to align resources with the College's strategic and operational goals and to ensure the college is compliant with Federal, State, System and institutional policies and procedures for fiscal and personnel actions. This position oversees budget allocations for all departments within the College, participates in strategic planning for the college, and is expected to take initiative, work independently and be accountable for work results in planning, organizing, analyzing and reporting. Additionally, this position works collaboratively with managers and staff in the Divisions of Academic Affairs, Business and Finance, Regional and Continuing Education, Human Resources, Information Resources, University Advancement, Student Affairs, Public Affairs, and Auxiliary Organizations to advance the interests of the College.

MANDATORY VACCINATIONS:The CSU will require faculty, staff, and students who are accessing campus facilities to be immunized against COVID-19. Knowledge, Skills and Abilities:

KNOWLEDGE:
Incumbent must possess:

  • Thorough knowledge of, and ability to apply, extensive expertise to complex programs and/or administrative specialties, including pertinent laws and regulations.
  • Thorough knowledge of policies, procedures, and outside regulations pertaining to the applicable program and/or administrative specialty.
  • Advanced knowledge of, and expertise with, the principles, problems and methods of public and business administration and operational and fiscal management.

Working knowledge of:
  • Standard theories, practices and techniques applicable to the program and/or administrative specialty to develop conclusions and make recommendations.
  • Operational and fiscal analysis and techniques.
  • Budget policies and procedures.

  • Basic knowledge of methods and procedures for research and statistical analysis and the ability to apply them.
  • Expertise in using office software packages (e.g. Microsoft Word, Excel, and Outlook), technology and systems.

SKILLS:
Incumbent must possess:
  • Expertise in administrative survey techniques, operations and systems analysis, statistical and research methods, and the ability to interpret and evaluate results to develop sound conclusions and recommend new or revised policies.
  • Expertise in investigating and analyzing problems with a broad administrative impact and implications.
  • Consultative skills working with internal and external constituent groups.
  • Skill in the research, development and evaluation of policies and programs, including skill in the collection, evaluation, and interpretation of data to develop sound conclusions, and make appropriate recommendations.

ABILITIES:
Incumbent must have the ability to:

Required Education and/or Experience:

The knowledge, skills and abilities listed above would normally be obtained through a bachelor's degree and/or full-time equivalent training and three years of administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices or programs.

Recruitment Preferences:

Preference may be given to applicants with the following as they may be considered specialized skills:

  • Two years full-time related experience.
  • Experience administering an organizational unit at the University.
  • Experience managing a large and complex budget.
  • Knowledge of university policies and procedures including the collective bargaining agreements, the Faculty Personnel Policies and Procedures (FPPP), faculty and staff recruitment, curriculum, scheduling, payroll, and RTP.
  • Experience using PeopleSoft, OneSolution, Cognos, Insight, CRA and Astra.
  • Lead work and/or Supervisory experience.

PHYSICAL REQUIREMENTS:

Incumbent/applicant will need to be able to perform the essential job functions (duties) of this position with or without reasonable accommodation. This position alternates between remaining in a stationary position operating a computer and answering phones for long periods of time, and frequently moving about inside the office and throughout campus. Must be able to walk or travel across campus.

WORK ENVIRONMENT:

Work is performed in a typical office environment operating standard office equipment. Events may occur outdoors and in inclement weather such as heat, cold, and rain.Benefits:

Eligibility for standard CSU benefits is based on an appointment of half-time or more for a period exceeding six months. Employees appointed less than half-time or less than six months are not eligible for standard CSU benefits but do receive prorated sick leave and vacation.

Eligibility for Affordable Care Act (ACA) benefits is based on an appointment of at least three-quarter time, hired to work a minimum of 130 hours per month over the course of the appointment or works an average of 130 hours or more per month during the measurement period. The ACA guidelines provide for health coverage or FlexCash only. ACA does not provide dental or vision plan coverage.
