JOB SUMMARY  

Under the general direction of the Manager of Cost Analysis in the Accounting Office, performs advanced accounting and fiscal analyses related to the Cost Analysis area, in accordance with sound accounting practices and principles; and may be responsible for supervising specified accounting functions.

Assists in the preparation of the Facilities and Administrative (F&A) rate proposal, the Sponsored Programs' fringe benefit rate proposal, and review of the calculation of rates for service center facilities. Incumbents are expected to independently apply advanced accounting skills and knowledge of generally accepted accounting principles (GAAP) and Federal cost principles, including cost accounting standards. Assists in preparing other special cost studies related to university-wide operations including, but not limited to facilities rates, breakeven analyses, collective bargaining analyses, and cost-benefit analyses.

DUTIES AND RESPONSIBILITIES

  • Assists the Manager of Cost Analysis in performing activities of the Office of Cost Analysis to ensure compliance with Federal cost principles, cost accounting standards, and university policy.
  • Documents policies and procedures to enhance internal controls and provide clarity, compliance, and guidance to the University community.
  • Assists in the development of the University's Sponsored Programs' fringe benefits rates.
  • Perform various analyses and calculations to support the preparation of the University's Facilities and Administrative (F&A) rate in accordance with the Office of Management & Budget's Uniform Guidance.
  • Performs service center functions, which include reviewing requests for service centers and assessing the allowability of costs, and reasonableness of proposed rate schedules.  Monitors established centers for compliance with federal and university policies.  Prepares Service Center Summary Review for Service Center Committee meetings.
  • Provides accounting guidance and support to budget personnel who manage university departmental budgets including departmental service centers, application of the university's cost accounting policies, and functional and departmental classifications.
  • Provide accounting support to Sponsored Programs Services with a focus on grant revenues and expenses.
  • Perform various accounting, reporting, and other fiscal analyses, in accordance with sound government accounting practices and principles. Respond to audit inquiries as needed.
  • Provides outreach to other departments on Storrs and regional campuses to communicate policies and procedures, train staff, and ensure compliance through oversight of accounts, reconciliations, and various financial analyses.

  • MINIMUM QUALIFICATIONS
    • Certified Public Accountant (CPA) or Master's degree in Accounting and five (5) years of responsible professional experience with complex accounting activities or Bachelor's degree in Accounting and seven (7) or more years of responsible professional experience with complex accounting activities. 
    • Comprehensive and advanced knowledge of GAAP and an ability to work independently and resolve complex accounting problems.  
    • Ability to assist in the development and implementation of accounting and costing policies and procedures within established guidelines. 
    • Ability to work positively as part of a team collaborating with others to achieve process improvements, departmental, and university goals.
    • Considerable critical thinking, problem-solving, and decision-making abilities, including the ability to analyze, compare and interpret figures and financial data and draw conclusions and understandings.  
    • Effective written and oral communication skills, including demonstrated ability to build and maintain constructive relationships with a wide variety of individuals throughout all levels of staff and management personnel.
    • Proficiency in financial reporting and general ledger systems, and Microsoft applications.
    PREFERRED QUALIFICATIONS
    • Certified Public Accountant or Master's degree in Accounting.
    • Experience in accounting for higher education or governmental, non-profit institutions.
    • Knowledge of accounting principles and practices, and government regulations and procedures, preferably the Federal Office of Management and Budget Uniform Guidance (2 C.F.R. Part 200).
    • Experience working in a fast-paced, deadline-driven environment.
    • Knowledge of Peoplesoft, Kuali Financial Systems, Kuali Financial Datamart, Web Focus, or similar reporting tools and ERP systems. 
    APPOINTMENT TERMS

    This is a full-time 12- month permanent position located in Storrs.  The work schedule is Monday through Friday, 8:00 a.m. to 4:00 p.m. with an hour for lunch.  Salary will be commensurate with background and experience.  For a full description of the position, please visit the Office of the Controller website at https://controller.uconn.edu/.
