Dow has an exciting opportunity for a Rail Modal Director. This role can be located in Midland, MI, Freeport, TX, Houston, TX, Seadrift, TX, Hahnville, LA or Plaquemine, LA.

Dow executes approximately 114,000 rail shipments across NA & Europe annually and manages a 22,000 railcar fleet. This role is accountable for defining the end-to-end global logistics strategy for the rail mode of transportation including rail fleet maintenance, reliability, and regulatory compliance in alignment with corporate, business, and functional strategic objectives.

The Global Rail Logistics Director will engage, collaborate, and partner with various functional, business and technology leaders to understand long and short-term business strategy, assess the current and target capabilities, and develop and drive the strategic roadmap to deliver against desired business outcomes. This role is accountable for the global mode work processes, technologies and systems and provides leadership to the regional mode leader network to develop and leverage consistent processes, capabilities, tools, and best practices to ensure safe, secure, and sustainable operations.

Key Responsibilities:

  • Develop and drive the global rail mode strategy and ensure regional strategies are aligned.

  • Define rail fleet reliability and maintenance strategies in conjunction with the fleet reliability manager while ensuring regulatory compliance.

  • Define modal requirements to enable the development and improvement of global work processes, systems and tools.

  • Own the global work processes and ensure regional work processes are aligned

  • Define, own, maintain, and report the global key performance indicators and targets.

  • Ensure quarterly and annual Rail S&OP process are operating collaboratively with the business and ensure proper fleet sizing for all business fleets

  • Accountable for the oversight of the railcar capital planning authorization and control processes including capital summit and CPC communications.

  • Serve on the cost PMO

  • Leverage best practice processes and technologies across all regions.

  • Charter global improvement projects to meet business and functional requirements to improve the customer and employee experience at the lowest cost.

  • Partner with the Digital Fulfillment Center and Improve & Scale organization to define and test future rail innovations.

  • Understand Dow's relative competitiveness in the global market for rail operations with respect to service and cost. Drive benchmarking programs.

  • Work with global logistics procurement on the logistics service provider contracting strategy to meet business capacity, service, and cost requirements while operating in a safe, secure and sustainable manner.

  • Own the cost flow business rules and ensure consistent use across the regions.

  • Support regional mode leaders to understand and ensure full compliance of mode operations with legal and corporate requirements in partnership with International Trade Compliance team.

  • Ensure adherence of Responsible Care®, SQAS, EH&S, Legal and Distribution Risk Reviews throughout the organization.

  • Support advocacy efforts and own advocacy positions on critical issues.

  • Lead the global rail leadership team meetings along with co-owning with procurement the Rail Sourcing council

  • Represent rail on the Global Logistics Leadership team.

  • Own the Global Logistics Dashboard and drive improvements in usage to provide one-source-of-truth enabling benchmarking across regions/modes, reduce redundancy, and improve productivity within Logistics.

  • Responsible to oversee the execution of large Mega projects and potential Mergers, Acquisitions and Divestitures.

Critical Success Factors: Critical thinking, ability to adopt and define strategy for job discipline, specialized depth and/or breadth of expertise in job discipline, leadership skills in team management or project management, ability to lead diverse and remote teams, knowledge on resource requirements, risk and/or complexity, decision making ability and business and customer knowledge and network.

Required Qualifications:

  • A minimum of a Bachelor's degree or relevant military experience at an E6 rank/Petty Officer 2nd Class or higher.

  • A minimum of 10 years relevant industry experience in a Supply Chain or Manufacturing Environment is required.

  • A minimum requirement for this U.S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process.

Preferred Qualifications:

  • Bachelor's degree preferably in Supply Chain Management, Business, Engineering or other Sciences.

  • Rail Operations experience is preferred.
