Job Overview:

This position serves as the primary liaison between the capital project team and operations. The operations department participation in the planning and execution of capital projects is essential to ensure that the project team properly considers low life-cycle cost in designing new facilities relative to safety, reliability, ease of operation, efficiency, and maintainability. The Project Operations Lead (POL) works with operations representatives to ensure that their concerns are addressed by the project team.

The POL participates in the initial proposal and planning phases of the project estimate and is authorized to speak on behalf of operations on all matters that are within the project. The POL is responsible for communicating to operations management the status of the project and any unusual project scope issues or work process problems.

As a member of the project team, the POL serves in an advisory, consulting, and coordinating role throughout definition, design, construction, checkout, and startup phases of project. This includes, but is not limited to, the project execution plan review, process design review, P&ID review, design package review, Initial Performance Evaluation (IPE) plan review and approval, participation in project team meetings, and any other special project meetings. This also includes on-site inspections and startup liaison, as needed, to ensure that operations' intent is incorporated into the project.

Primary Responsibilities:

  • Participate in project HAZID during FEL-2.
  • Develop the OPEX budget for the project, including a staffing plan and training plan.
  • Develop project commercialization plan and track completion
  • Review of the spare parts lists with project management, equipment engineering, and operations management and maintenance personnel.
  • Participate in any project specific HAZOP and FAT activities.
  • Participate in Linde all CSS and SIS reviews and signoffs for projects.
  • Coordinate plant start up assistance as required.
  • Ensure that all required Process Safety Information is delivered prior to start up and lead the Pre-Start Up Safety Inspections at ~95% of completion. Finally, the POL will lead the PSSR process
Additional responsibilities include:
  • Interface with Engineering, Project Execution, and Operations teams.
  • Interact with customers as required.
  • Keep affected members of operations informed of key developments in project


Qualifications:
  • Minimum of 5 years' experience in an industrial plant environment including production, distribution, safety, and/or plant maintenance required, HyCO experience preferred.
  • BS or MS in Chemical Engineering or Mechanical Engineering preferred.
  • Knowledge of Process Safety Management standards and procedures governing safe operation of EPA/RMP and PSM-covered facilities.
  • Plant Operations experience is preferred.
  • During POL phase, requires approximately 30% domestic travel.
