As the Project Manager - Structures on the $3.3BN Hampton Roads Bridge Tunnel Expansion Project (HRBT) in Virginia, you will be responsible for the overall project management, supervision, coordination, and successful completion of the project in accordance with client requirements, organizational policies/procedures, contract specifications, and time and cost specifications. This role will demonstrate a complete understanding of the business operation. This role focused on expanding two manmade islands in an open water environment.

The Hampton Roads Connector Partners JV (HRCP) consisting of Dragados, VINCI, and Flatiron has been selected to construct the $3.3BN Design Build project -the largest civil construction contract ever awarded by the Virginia Department of Transportation (VDOT).

The project scope across a 9 mile section of the I-64 will include: a new 3.5-mile bridge-tunnel crossing that will accommodate a total of 8 lanes of capacity across the water, replacement of the existing marine approach bridges and the addition of a third lane on I-64 in each direction. The twin 45' diameter 1.5-mile tunnels will be bored by TBM, creating the second largest TBM tunnel opening for a TBM in North America. The project is expected to continue to the end of 2025.

Responsibilities:

  • Oversees and reviews the design to build construction phase to refine plans and control costs.
  • Ensures that project staff is following Joint Venture policies and procedures.
  • Reviews and approves construction work plans for definable features of work.
  • Develops and tracks procurement plan for the responsible scope of work.
  • Schedule and coordinate construction site processes so that projects meet design specifications and technical requirements.
  • Ensure that area site is completed on time and within budget by preparing cost estimates, work schedule and deadlines.
  • Establish, maintain and review project plans, requirements, specifications and permits applications.
  • Forecast revenue and profitability.
  • Manages construction project personnel and subcontractor's schedule and duties.
  • Interprets and explains contracts and technical information to staff.
  • Fosters business relationships with Joint Venture Partners, Owners, Business Manager, Engineers and subcontractors.
  • Provides written reports to designated project partners, teams and supervisor.
  • Report work progress and budget matters to clients.
  • Collaborate and coordinate with the other construction managers and staff such as engineers, and other specialists.
  • Respond to work delays, emergencies, and other problems.
  • Consult and partner with inspectors to ensure that all regulations are met.
  • Perform cost estimator duties and knowledge of planning software that tracks progress to complete their projects.
  • Manage all quality control and change control processes. Coordinate Quality Assurance at project level with Project Manager
  • Enforces all aspects of site safety.

Qualifications:

Required
  • Bachelor's Degree from an accredited institution. Engineering or Construction Management majors highly preferred.
  • Minimum 10 years' experience in project management within a construction or engineering firm.
  • Minimum 5 years' engineering experience involving marine works, such as island expansion/rehabilitation, dredging, diking, rock placement, etc.
Preferred
  • Knowledge and experience of specific construction processes including operations and functional performance
  • Familiarity with Primavera P6 Scheduling or other software packages typically associated with construction and engineering
  • Microsoft Office (Word, Excel, PowerPoint and Outlook)
