POSITION PURPOSE

This position will function as the Treatment Manager for the Missouri State Opioid Response (Opioid SOR) federal SAMHSA grant. This position is domiciled in the Central Region located in Jefferson City and will work with the Opioid SOR grant assisting the State Opioid Coordinator in the oversight and implementation of Missouri’s Opioid projects in accordance with grant proposals and any related guidelines from the Center for Substance Abuse Treatment. This position will work collaboratively with Department of Mental Health’s - Division of Behavioral Health (DMH-DBH) and will office at DMH Central Office in Jefferson City.

This position is supported by a two-year grant funded by Substance Abuse Mental Health Services Administration (SAMHSA) for the Opioid SOR grant. This position is a term-limited, full-time position under the State Opioid Response grant (SOR). The grant covers the timeframe 9/30/2018 thru 9/29/2020; however, reapplication must be made every federal fiscal year. Employment after 9/29/19 is contingent on future awards.

ESSENTIAL FUNCTIONS – JOB SPECIFIC

The following job-related functions may not include all of the duties, knowledge or abilities associated with this position:

• Assures services under the grant are clinically sound, sensitive to client choice, fiscally accountable, and oriented toward achieving positive outcomes
• Will be responsible for preparing, educating, and training additional behavioral health providers in the state of grant requirements and activities with the goal of increasing the number of providers providing evidence-based services for individuals with opioid use disorder
• This position requires daily personal, telephone, electronic, and written communication and correspondence with division and department staff, Opioid SOR grant staff, treatment providers, and other local and state stakeholders
• Must work collaboratively with other state agencies, and key stakeholders: The Missouri Coalition for Community Behavioral Healthcare, the Missouri Hospital Association, the Missouri Institute of Mental Health, the Missouri Primary Care Association, etc.
• Propose, implement, and monitor policies and procedures for new program initiatives and projects as assigned
• Coordinate with DBH fiscal and research staff to monitor grant activities and utilization of specific services across grant initiatives and contracted agencies to assess for appropriateness
• Some overnight travel is required
• Perform other related work as assigned

EDUCATION

Bachelor’s degree from an accredited college or university required

WORK EXPERIENCE

• At least three (3) years of professional experience in treatment, case management, abuse/neglect investigation, or preventive services for persons with mental illness or substance use disorders, or related experience that primarily involved programs or services for these populations and afforded a knowledge of their special needs required
• Excellent professional communication skills in all communication formats, including email, phone and face-to-face, as well as effective training skills proficient writing skills preferred
• Well-organized, dependable, and able to successfully manage work priorities preferred
• *A combination of education from an accredited college or university and experience described may substitute for the stated qualifications
