The Global Response team at Meta is responsible for ensuring that our platforms are prepared to support people during periods of escalated tension anywhere in the world such as during elections, violent conflict or civil unrest.The team is seeking an experienced and agile Program Manager to work across functions, including with members of our Leadership team, on our highest priority issues across the company. The Program Manager will combine a passion for Meta's mission with an ability to manage critical situations across the world in real time and their impact on our platforms. The Program Manager will be responsible for developing robust strategies, structures and systems to ensure that the company is prepared for, and can respond effectively to critical events during Elections and other periods of heightened tension. We are looking for candidates who have experience developing successful cross-functional partnerships with teams like Policy, Communications, Legal, Operations and Product on our highest priority issues across the company. Candidates need to demonstrate experience communicating and partnering at all levels of an organization, including with members of our Leadership team. The role requires a combination of passion for Meta's mission with an ability to manage important situations in real time. We are looking for candidates that are highly organized and impact oriented, excited about fast paced work in high urgency, high importance situations, are able to address complex problems in structured and creative ways, and are skilled at driving decisions in ambiguous environments.

Program Manager, Global Response Responsibilities:

  • Use quantitative and qualitative methods to identify and analyze key gaps or significant residual risks, find root causes and unblock issues.
  • Develop and implement effective frameworks to reduce risks in a systematic way.
  • Align systems and processes, often from disparate organizations, to ensure efficient, effective and cohesive response from the company during sensitive periods of time.
  • Provide end-to-end ownership from design, implementation, through execution, and continuous evaluation on high impact strategic projects.
  • Clearly communicate recommendations and trade-offs to executives.
  • Collaborate with other people on the Global Response team to develop strategic long term roadmaps to mitigate risks globally.
  • Provide clear guidance to relevant teams on Global Response priorities.
  • Some travel may be required.


Minimum Qualifications:

  • 8+ years experience, focussing on working with product and policy teams and experience in working on elections, conflict areas or across the world.
  • Experience in a high pace work environment dealing with complex projects involving engineering, data science, legal, policy, and other stakeholders from diverse functions.
  • Experience in briefing complex problems with difficult trade-offs to senior executives and providing thoughtful recommendations and action plans.
  • Experience strategizing multiple courses of actions during time-sensitive periods to identify possible solutions and their second and third order effects.
  • Experience in clearly understanding key strategic priorities and independently developing and executing programs that support those priorities.
  • Experience working effectively and swiftly with all levels of management, both internally and externally.


Preferred Qualifications:

  • Graduate degree in Public Policy/International Affairs with focus on quantitative methods, Business Administration or related degrees with interdisciplinary focus.
  • Experience working across diverse teams and experience demonstrating diplomacy.
  • Understanding of the intersection of geo-political issues and Meta with a strong eye for potential reputational risks to the company, as well as safety and security risks to the community.
  • Experience rallying colleagues from across the company to strategically focus on the most salient parts of a problem.
