Environmental Management System expert responsible for ensuring that the Environmental Management System is established, implemented, maintained and in process improvement in accordance to ISO 14001 across Avangrid. Lead Avangrid to the highest levels of performance in the Environmental area. Administers and implements Environmental programs, provides technical guidance on environmental topics and regulatory environments and ensures compliance of environmental programs and policies and strategies by all management and operations personnel. Incorporate an environmental care approach to Avangrid operations.
Responsibilities
Provide direction to AVANGRID EHS Regional Network Areas as the Environmental Subject Matter Expert (SME).Support staff across multiple divisions/Operating Companies to ensure operating units are in compliance with all appropriate local, state and federal regulations. Perform annual review of environmental risks; report findings and develop action plans for high priority risks with AVANGRID Networks Compliance group. Lead the coordination and implementation of solutions/controls to address environmental compliance risks for AVANGRID. Manage Environmental management system compliance to support and ensure overall Company compliance with all applicable environmental, health, safety, industrial hygiene, and compliance training related laws, regulations, standards, license conditions and best management practices. Responsible for ensuring that the Environmental Management System is established, implemented, maintained and in process improvement in accordance to ISO 14001. Ensure Company compliance for: air pollution control, waste management, waste water discharges, chemical and oil propane storage, PCB management, underground storage tanks, SPCC, RCRA, TSCA, and wetland management, etc. Implement EHS Management System (ISO 14001 & 45001) requirements and verify management and employee compliance with the organization's safety management system, health and safety policies/procedures, and all government regulations. Develop an Environmental Compliance Schedule to assist Site and EHS Management with the evaluation, implementation, and training needed to comply with Environmental programs including but not limited to: Air Permits, SPDES Permits, Underground and Above Ground Storage Tanks; Emergency Planning and Community Response Act (EPCRA); Spill Prevention Control and Countermeasures (SPCC); Recycling Programs, Universal Waste (e.g. Batteries, Lamps, Pesticides, Mercury (i.e. Thermostats);e-Waste, Management of Used Oil; Chemical Donations; Expired and/or damaged waste chemical sales. Manages AVANGRID Networks (CT, NY, MA, ME) environmental budget. Interfaces with Environmental consultants and subcontractors for studies, clean-ups, waste disposal, training etc. Represent the organization and participate on various industry associations or committees. Consult with external sources, colleagues and functional area experts to determine best practices and apply them in a cost-effective manner. Fosters benchmarking and integration within Avangrid OpCo's environmental processes and procedures. Promotes efficiency of environmental processes by leveraging on available IT solutions. Partners with HR to ensure that the employees receive the environmental training they need to comply with the environmental requirements of their job. Reviews site inspections and company audits. Track, summarize, and plan improvements to the Company's performance on environmental health and safety related matters. Defines environmental KPIs, Performs statistical analysis and modeling. Assists in preparing regulatory compliance reports to management. Establishes working relationships with union officials. Actively participates in union matters. Establish inclusive relationships with key leaders to promote positive safety and environmental culture. Act as a liaison for Iberdrola in Corporate initiatives that require local participation/contribution.Act as Environmental Branch Director for CT during storm events; manage and coordinate oil spill remediation activities throughout the State while communicating regularly with CT DEEP.
Skills and Requirements
Education & Experience Required: Bachelor's Degree (EHS, Engineering, or Environmental Engineering preferred) with a minimum of ten years (10) relevant Environmental, Health, and Safety experience required. Professional Engineer license is preferred. Exceptional knowledge and understanding of pertinent federal, state and local regulatory codes including DOT, EPA, NESC, CT DEEP, NYSDEC, Mass DEP and ME DEP. Knowledge and understanding of pertinent federal, state and local regulatory codes including FMCSA, OSHA, NFPA, and NESC Preferred. Demonstrated media expertise in the environmental discipline. Knowledge of environmental state (CT, MA, NY and ME) and federal regulations for utility industry. Knowledge of Environmental Management Systems including ISO 14001. Demonstrated project/program management skills including; Highly developed skills for defining and prioritizing product / project features. Knowledge and experience with data systems including SAP, GIS, and Cintellate/EHS 360. A clear understanding of the whole value chain and the key processes within each business. Ability to operate and positively influence at all levels in the organization and with external stakeholders. Ability to devise practical solutions to complex and risk-based problems or challenges. Demonstrated track record of moving projects from concept to evaluation phase rapidly. Advanced problem solving, analytical, and decision-making skills. Able to analyze complex information, distill salient items and create appropriate action plans. Strong interpersonal, communication, organization and follow-through skills. Proficient technical writing & communication. Must be capable of using proactive interpersonal skills to effectively communicate with all levels of employees within the company, as well as outside consultants/contractors. Ability to operate in multi-Opco, multi-union environments for both gas and electric. Willingness to obtain further certifications and ongoing education. Demonstrated ability to coordinate with industry professionals across the company. Formal EHS Certifications preferred (CSP, SMS, CHMM, ASP, CIH, or CUSP). Experience in leading investigations regarding EHS compliance issues. Experience working with state and federal environmental regulatory agencies. 40-Hour HAZWOPER OSHA, HAZMAT Technician, and / or HAZMAT. Specialist Training preferred. Experience with Human and Organizational Performance (HOP) preferred. Ability to travel domestically routinely, up to 50%, and occasional international travel.
