JHU/APL is seeking a Program Manager (PM) for the Deep Space Advanced Radar Capability (DARC). DARC plays a critical role in the overall USSF Space Domain Awareness (SDA) enterprise. The DARC program will provide a ground-based space element to the SDA Architecture enterprise with capabilities that include the monitoring, tracking, reporting, and warning of foreign and domestic space assets. The information provided by DARC and the need to provide timely tactical response helps assure the Nation's ability to freely operate in space.
The PM will develop and manage a team to provide thought leadership to the DARC Government Program Office for the direction and development of the DARC Program of Record (PoR). The PM will also work closely with the Government and the selected PoR Prime Contractor to maximize program functionality and value while minimizing risk. The PM will develop a program that transitions the DARC technology demonstration into valued TestBed to support mission-enabling experiments, advanced radar signal processing algorithms, and advanced technology. The DARC testbed will become the platform to evaluate laboratory/industry innovation and ingenuity to realize the global DARC sensor.
The PM will provide primary government support and APL internal program management functions. The program will require System Engineering and Concept Development throughout its life cycle. A strong Technology Development team will provide guidance, recommendations, and suggestions for advanced technologies for further enhancement of DARC beyond the current planned baseline, including hardware, software, and algorithms. This work will likely lead to future ad hoc experiments. The PM will also support the Government Program Office as needed.
Duties:
1. Program Execution (60%):
- Provide Technical Advisor Studies, Vulnerability Assessments, and Analyses. Conduct, support, and/or participate in new and ongoing special studies related to DARC and develop options.
- Work with technical team to define and lead studies to maximize program functionality and value while minimizing risk.
- Work with technical team to define and lead APL's risk reduction efforts.
- Work with technical team to define and lead APL's experiments and efforts with the DARC Test Bed at White Sands Missile Range after the technology demonstrations ends (Q4FY21)
- Manage the program's technical, resource, contract, schedule, cost, quality, risk, and security baselines.2. Thought Leadership (15%):
- Work with technical team to provide thought leadership for the DARC Government Program Office for the direction and development of the DARC Program of Record (PoR).
- Work across the enterprise on radar system technologies, missions, and initiatives.3. Team Leadership and Development (15%):
- Build and lead a highly competent and collaborative team from across the enterprise to execute the work of the program.
- Develop a leadership team and identify candidates for key positions including DPM(s), PjM(s), and Deputy Mission System Engineers (DMSEs) and other technical leads.
- Manage and mentor project managers, task leads, and technical leads.
- Coordinate program efforts through the project managers to ensure on time and within budget execution of program tasking.
- Provide coaching, mentorship and leadership to ensure technical staff development.4. Program Strategy (10%):
- Develop and maintain a vision and strategy for the program, consistent with the mission area and program area strategies and objectives.
- Coordinate strategy and execution of programs and projects with partner program managers in the mission area to provide most effective value to the government.
- Develop and maintain effective working relationships within the Space Exploration Sector and across the Laboratory.
- Understand the mission area strategy and how the program contributes to it.
- Advise the mission area executive and program area manager in making portfolio management decisions.
- Contribute to the shaping, selection, and management of internal research and development (IRAD) activities in support of the program, program area and mission area.
You meet our minimum qualifications, if you have...
- A Masters' degree in an engineering or scientific discipline or equivalent technical management experience
- 8 years technical, operational, or organizational experience, preferably in radar or space systems
- 5 years of experience in team supervision
- Experience in sponsor engagement and/or project management
- Strong interpersonal skills
- Strong oral and written communication skills
- Strong leadership qualities and skills in team building and managing multidisciplinary technical teams
- Willing and able to travel regularly to Colorado Springs, Colorado, and other locations as needed.
- Hold an active Secret level security clearance and can ultimately obtain a TS/SCI-level security clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

- 10+ years of experience in radar systems, missile defense systems, space systems, technical management, or systems engineering
- Experience leading programs with varying tasks, such as studies, analyses, SW and HW development
- Experience with requirements, analysis, design, and trade studies in radar systems
- Experience with all program elements through the full life cycle of a project, including proposals, technical performance, schedule, cost, funding, scope, system interfaces, requirements management, resource allocation, risk allocation and management, staffing considerations, and quality management system guidelines
- An active TS/SCI.
