Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Serves as Program Director to the Virtual Medical Center Chief. The incumbent of this position will specifically, develop, analyze, evaluate, advise and/or assist in devising solutions to improve the administrative health care delivery service process for the receipt of virtual health services. The incumbent will ensure standardization and effectiveness of methods and procedures, organization, management controls, information and documentation systems. The incumbent will oversee and support the development and continued performance of the virtual health mission as directed by the Chief. Participates in or directs a wide variety of management functions required to administer the virtual health program. Apprises the Chief of or takes action to prevent or correct actual or potential problems that could have significant or adverse impact on the delivery of care or relationships at the treatment sites. Recommends appropriate corrective action, including those actions associated with access to care, equipment, and clinical operations to ensure effective planning and utilization of clinical available resources. Participates in reviewing, analyzing, and constructing, virtual health operational reports, standard operating procedures, policies and guidelines. Is responsible for the dissemination and maintenance of administrative virtual health information.
  • Assesses clinic operations and appointment utilization patterns for virtual health treatment sites to ensure that appointment availability is in compliance with established optimization and utilization rates. Identifies issues that prevent the maximum use of available clinical resources, evaluates current operations, and provides an optimal solution for compliance. Monitors reports to ensure optimum utilization of virtual health clinical resources at virtual health treatment sites. Conducts training to ensure that personnel at virtual health treatment sites have an understanding of the functionality of the virtual health mission and all the operational requirements for the specified clinical encounter appointment, standardization, patient access, and provider schedule management. Facilitates briefings and virtual health work group meetings as required. Organizes, facilitates, and conducts recurring meetings to perform periodic program assessments. Formulates and prepare agendas for meetings and prepares after action reports for Chief's review. Creates slides to include graphs for briefings/training.
  • Serves as POC to troubleshoot and diagnose daily communication problems with network infrastructure and virtual health equipment at delivering and receiving treatment sites and reports unresolved issues to Virtual Medical Center's Information Technology for resolution. Reviews and coordinates informatics requirements for tele-conferencing equipment with the virtual health treatment site Clinic, Information Management Division (IMD), and Facilities Management at the originating site, and USAMITC to determine compatibility, specifications, equipment configurations, network capacity, maintenance and sustainment support for virtual health Informatics requirements. The informatics requirements include but are not limited to information systems and video tele-conferencing (VTC) equipment. Incumbent is responsible for troubleshooting and coordinating connectivity and equipment issues between the VMC and originating site to include but not limited to such issues as repairs and installation of VTC, personal computer(s) (PC), and auxiliary support items (software, microphones, cameras, etc) for the performance of virtual health patient care delivery at VMC and virtual health treatment sites. As applicable, responsible for ensuring VTC technician, at originating site, maintains current VTC equipment inventory map and tracking maintenance of VTC equipment. Assists Chief with ensuring virtual health originating site equipment, facilities, and practices are in compliance with the Environment of Care standards to include but not limited to HIPPA and privacy requirements at existing and planned treatment sites. Supports Chief in finding best solutions for facility alternatives to support virtual health surge requirements. Coordinates with VMC staff the planning, development, and structuring of the technological life cycle management issues for the design, configuration, strategic planning, and other efforts necessary to support the delivery of care via virtual health infrastructure. On occasion incumbent will travel to receiving treatment site to assess and assist in establishing infrastructure needs and improvements.
  • Use Microsoft Word, Microsoft Excel, Microsoft Outlook, MHS GENESIS, and/or Composite Health Care System (CHCS) to establish clinic appointment schedules, create provider appointment templates, and monitor and change appointment category as operationally required to facilitate access and as assigned/approved by supervisor. Typing proficiency must be at least 30 words per minute.
  • Manages, reviews, disseminates, communicates, and reports mission results for all virtual health. Works closely with each treatment facility POC to ensure compliance with Defense Health Agency (DHA) generated policies. Interprets policy implications or makes recommendation pertaining to content. Personally, drafts or edits and recommends administrative policy publications or correspondence in support of virtual health.
  • Attends staff meetings to provide case discussion, continuing education, and continuous quality improvement and safety. Such direction and interaction will adhere to Government and professional clinical standards and accepted clinical protocols. Performs other duties as assigned.
Work Experience, Knowledge, Skills & Abilities:
  • Degree/Education Minimum a bachelor's degree in Nursing or Health Care Administration, preferably a
  • Master's degree. Program Management Professional (PMP) certification desirable.
  • FACHE certification required
  • 18+ years of prior military medical experience required
  • Program management experience of running DoD virtual health programs
  • Must be U.S. citizen and be able to obtain a National Agency Check with inquiries (NACI) clearance
Working Environment & Conditions
This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
