Position Summary
We are seeking a Naval Acquisitions Specialist for a new class of amphibious ship class in the early stages of definition and development. This position requires the incumbent to work c losely with the Ship Program Office to develop the Capability Development Document (CDD) as well as other supporting documentation associated with that process. The will be responsible to develop processes, Naval Acquisitions Specialist plans and documentation to support working groups of Stakeholders involved in the CDD development process.

Responsibilities

Essential responsibilities include, but are not limited to:

  • Work with Program Office and Stakeholders to help refine and define and develop the Capability Development Document (CDD)
  • Generate material for requirements development working groups
  • Generate project reports as required concerning CDD development activities
  • Act as liaison between Navy customer and program support personnel, contractors, and project management as related to Specification activities


Required Qualifications/Experience
  • US Citizenship required with an active secret clearance
  • At least 10 years of experience working for or supporting Navy Programs with direct experience with requirements development and/or implementation
  • Experience in working with NAVSEA PEO Ship Program offices and OPNAV Requirements Directorates
  • Experience with various stages of requirements development for ship acquisition programs
  • Familiarity with the various ASN and OPNAV instructions related to requirements development
  • Direct experience in the development of the CDD
  • Knowledge and experience with development of Required Operational Capabilities,
  • Experience or knowledge in Ship Operations and Mission Capabilities, the development of Key Performance Parameters, Key Systems Attributes and Additional Performance Attributes
  • Tactful but direct communications skills
  • Team player, engaged and committed to successful execution of programs
  • Ability to work in fast paced environment


Desired Qualifications
  • B.S. Degree in Engineering or Business Management desired
  • Background and knowledge in Amphibious Ship Operations and Mission Capabilities
  • Operational Fleet experience with surface ships or specifically amphibious ships
  • Experience with MS office tools, primarily with Word/Excel
