Description
Under limited supervision from the Driver and Vehicle Records (DVR) Division Administrator manages and supervises the activities of two Administrative Programs Officers and twelve subordinate staff whose primary function is providing support in a fast-paced call center and manages multiple programs relating to Division areas of responsibility.

Requirements / Qualifications:

Minimum Qualifications: Experience in the development of operational policies and procedures; interpreting federal and state law; office, administrative, technical, or support work; identifying equipment needs; collecting and interpreting statistical, financial, program, or administrative data; or interpreting laws, rules, regulations, and processes; reviewing and evaluating administrative records and reports; supervising office or technical staff; OR Post high school coursework/training in administration, management, accounting, finance, planning, policy analysis, administrative/management analysis, operations research, programs evaluation, or similar fields.

Preferred Qualifications: Excellent written and oral communication skills. Ability to work well as a team player and build/maintain a well-functioning team. Advanced skills in the use of software programs such as Word and Excel are highly desirable. Bachelor's degree in business administration, public administration, or a related field AND experience in the development of operational policies and procedures, interpreting federal and state laws, or grant writing. Experience may substitute for education on a year for year basis.

Knowledge, Skills and Abilities Required:

Knowledge of departmental software programs/systems, technical processes and procedures, business processes, policies and procedures, agency rules and regulations, state statutes related to vehicle titles and registration, privacy, specialty plates, heavy vehicle use tax, handicap permits, and call center management is desired. Previous management experience is required.

Skills including advanced use and understanding of office technology, including the ability to trouble shoot software and hardware issues, is a must.

Ability to: plan, organize, direct and review the work of a large staff, develop and implement policies and procedures, analyze the nature and scope of problems and recommend solutions; plan, assign and review the work of subordinate staff, author and update various manuals and website information as legislation, policies and research requires; represent the DVR Division and the DMV at local, state, regional and national meetings as required.
