Position/Job Title: Journeyman Telecommunications Engineering Specialist

Job Summary:

Galapagos Federal Systems, LLC is looking to fill a key position. We are looking for a Journeyman Telecommunications Engineering Specialist to provide Video Teleconferencing (VTC) capability throughout and between all VTC equipped conference rooms across designated DEVCOM-CBC facilities.

Essential Duties and Responsibilities (Not listed in order of importance; other duties may be assigned):

  • Provide technical expertise involved in the operation and support of the Audio/Visual (AV) and video conferencing infrastructure.
  • Provide timely responses and resolution to customer problems and requests.
  • Work closely with organization VTC support personnel and act as a Subject Matter Expert (SME) for technical issue and offer recommendations as requested.
  • Configure and test AV and VTC equipment to meet specific requirements, and attend/monitor special events for timely AV support services.
  • Schedule, coordinate, and oversee all system maintenance, both preventative and emergency.
  • Maintain up to date documentation for all audio visual (AV) and VTC systems and services.
  • Develop monthly metrics and analytical reporting of usage, trending, and scalability.
  • Coordinate periodic AV and VTC training sessions.
  • Provide System configurations, systems improvements, enhancements and expansions.
  • Maintain the audio/visual, multimedia, and visual/external communications systems.
  • Provide all operation, maintenance, and scheduling of conferences and manage DEVCOM-CBC VTC services in all conference rooms utilizing VTC capabilities.
  • Provide analysis, design, testing, documentation, and implementation of all VTC and affiliated systems.
  • Establish and maintain Standard Operating Procedures for each facility.
  • Provide inspections of system operations and perform quarterly preventive maintenance for the Government Furnished Equipment (GFE) as required by the manufacturer.
  • Test and adjust all mechanical and electronic GFE systems in accordance with the procedures specified in the equipment manuals, to ensure all equipment operates at its optimum performance parameters.
  • Plan and implement future VTC upgrades as directed by the TPOC.
  • Work autonomously to research and design VTC solutions to satisfy organizational requirements.
  • Identify any equipment in need of lifecycle or corrective repairs.
  • If parts are required, the contractor shall document part specifications, vendor information and submit to the appropriate Government personnel for purchase. In the event the contractor cannot repair the equipment or system on site, the contractor shall assist in having the defective item shipped to and repaired by a certified repair facility utilizing proper Government shipping procedures.
  • Maintain documentation and perform record keeping as necessary for the successful repair, tracking, and return of equipment.
  • Perform acceptance testing and troubleshooting for new technology products received (ultimately GFE), as well as the packaging and transmission of GFE provided in the course of the mission and/or customer efforts.
  • Be responsible for the integration of internal and external technology products associated with visual production in connection with VTC's and conference facilities.
  • Keep abreast of new VTC technologies with the industry and make recommendations for using these new technologies; and if approved by the TPOC/COR, incorporate these technologies into the mix of VTC capabilities at DEVCOM-CBC facilities.
  • Provide support for both unclassified and classified VTC facilities as needed.
  • Work with the COMSEC Officer to install key material as needed in classified VTC systems.
  • Obtain approval from the TPOC to deviate from the stated work schedule.
  • Participate in Change Management Control and submit Request for Change in accordance with DEVCOM-CBC policy as needed.
  • Upgrade, maintain and provide security patches on all VTC and conference room equipment. Ensure compliance with Cybersecurity Vulnerability Alerts (IAVAS) and Security Technical Implementation Guides (STIGS).
  • Provide engineering consulting and compliance management as required by government policy.
  • Assist in technical evaluation of the vendor submissions for compliance with government defined specifications.
  • Participate in Change Management Control process and submit Request for Change in accordance with CBC G-6 policy.
  • Manage STIG compliance for all VTC services and endpoints maintained by DEVCOM-CBC and DEVCOM-CBC supported organizations
  • Submit STIG/SRG checklists to the DEVCOM-CBC Cybersecurity Branch for all managed VTC endpoints and devices as required
  • Support all activities related to the Cybersecurity assessment or inspection of DEVCOM-CBC managed VTC services and endpoints
  • Adhere to and enforce CBC VTC policy and procedures
  • Review all VTC acquisitions for DEVCOM-CBC and supported organizations, to ensure compliance with applicable DoD and Army standards


Job Requirements
Qualifications:

Education and/or Experience/Skills Required:
  • 2 years of experience
  • Minimum Associate's Degree
  • Substitute for minimum education - Must have 4 Years of Audio Visual Fabrication Engineer experience.
  • Background Investigation Requirement: ADP-II (AR380-67) / IT-II (AR25-1)ANACI or T3 equivalent (*ADP-I / IT-I SSBI
  • DoD 8570.01-M Certification (baseline & CE) requirement: IAT-II approved baseline certification required upon position obligation. Computing environment certification or certificate of training relevant to job duties and approved by the DEVCOM-CBC Information System Security Manager (ISSM) within 6 months of appointment.
  • Windows 10 Computing environment certification

Security Clearance:

DoD active security clearance may be required at a high-level security. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.

Physical Requirements:

Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have enough mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. May include lifting weigh up to thirty (30) pounds, as necessary.
