Northrop Grumman Defense Systems sector (NGDS) is seeking an experienced International Trade Compliance Manager (ITC Manager) / Import Official (IO) for its location in McLean, Virginia or remotely as a full-time teleworker. This position will report to the Director of International Trade Compliance (ITC) for the Sector.

The ITC Manager supports the development and growth of the sector's ITC organization with import compliance, policies, procedures, training, assessments, and import transactions to ensure compliance with all import related laws and regulations. The position also requires operational knowledge and experience in support of manufacturing and production schedules, transportation logistics, as well as knowledge of import / export operational compliance.

Roles & Responsibilities:

• Maintains an import and export framework to meet corporate-wide customs compliance policies, standards, and processes, ensuring all are consistently implemented across the sector
• Serves as primary sector point of contact for providing technical expertise related to: HTS classification, customs valuation, preferential origin determinations (e.g., free trade agreements), duty deferral programs (e.g., foreign trade zone, inward processing/bonded regimes), customs declaration and clearance, other participating government (OGA) export / import requirements and international transportation management
• Develops strong export / import Customs internal controls that include: Writing procedures and reports, monitoring/analyzing ACE and internal data, conduct risk assessments and self-assessments, develop and delivering training programs
• Works directly with the sector sites, Global Import Management and Export-Import Law group in responding to all official U.S. Customs and Border Protection (CBP) and other government requests, focused assessments, and other import related inquiries
• Serves as the sector Customs record-keeper, overseeing the Customs electronic record storage process
• Understands, supports, and/or leads the sector management of Trusted Trader, C-TPAT, and AEO requirements
• Provides subject matter expertise to develop content for employee export / import operational compliance training for the sector import community, other functional organizations, and enterprise ethics. Content development would include regulatory requirements, application of customs regulations and permit processing, importer / exporter due diligence standards and requirements, customs recordkeeping, and document preparation. Include export compliance and licensing subjects as they apply to sector activity
• Collaborates in the on-going development of global trade automated compliance solutions to streamline export / import Customs data management and Customs requirements within the sector.
• Proactively monitors U.S. government programs and regulatory requirements
• Develops, plans, and implements internal programs/policies that will ensure Northrop Grumman is a low-risk importer/exporter with CBP
• The PIO will support/lead corporate-wide commercial contract negotiations and quarterly business reviews with corporate supply chain providers (international carriers, freight forwarders/customs brokers)
• Communicates and coordinates import and export processes and procedures with sector organizational departments
• Serves as subject matter import compliance expert in support of assessment teams to identify import related risks and support the design of import compliance import assessments, internal audits, and management of corrective actions
• Participates in Law Department reviews of potential import non-compliance and tracking of corrective actions to assure implementation
• Writes clearly and concisely to effect process changes
• Communicates to all levels of management and present material in front of large audiences
• Participates in Northrop Grumman, U.S. Government, and trade association committees/working groups

Qualifications:

Basic Qualifications:

• Must have one of the following:
  • High school diploma or GED with a minimum of 14 years of direct trade industry-related experience, including import and export operations and licensing as well as import compliance experience
  • Bachelor's degree in a business, finance, law, or related discipline with a minimum of 10 years of direct trade industry-related experience, including import and export operations and licensing as well as import compliance experience
  • Master's degree in a business, finance, law, or related discipline with a minimum of 8 years of direct trade industry-related experience, including import and export operations and licensing as well as import compliance experience
• Must possess a valid U.S. Customs Broker license
• Must have experience leading diverse projects and/or teams
• Must have or be able to obtain and maintain a U.S. Department of Defense (DoD) Secret security clearance
• Must be able to travel as needed (up to 25% of the time)

Preferred Qualifications:

• A minimum of 5 years of experience in a corporate trade compliance department and operational experience in a global context outside of North America
• Must be a strong leader with the ability to interact and collaborate with a variety of corporate, sector, and government personnel
• Must exercise excellent judgment and decision-making skills based on a clear understanding and application of government regulations to the sector's international trade activity
• Strong technical leadership in cross functional teams to support development of in-country NGC entities to ensure business procedures and processes support transactional compliance with government regulations
• Understands trade automation and various order management systems to build in Customs compliance controls and Customs entry reporting

Salary Minimum: $124,720
Salary Maximum: $187,080

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.
