GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES The Institutional Security Officer (ISO) position at UMass Dartmouth is an important role in ensuring campus safety. ISOs are trained to use portable radios to communicate with other ISOs, police officers, and dispatchers to ensure a quick and appropriate response to any situation. They participate in a variety of assignments, including community policing foot patrols, parking enforcement, evening escorts, bicycle patrol, residence hall patrol, library patrol, building security and access, responding to fire egress door alarms, panic alarms, smoke alarms, and working various special events. ISOs patrol assigned areas, make periodic rounds and security checks of academic/residential buildings and grounds, conduct surveillance of assigned areas, and prepare a variety of information-gathering reports. They provide direction and general information to the public and perform related work as required. The purpose of this position is to be the extra ears and eyes for the police and to supplement the police services with a uniformed and problem-solving presence to protect and safeguard the buildings and grounds of a state facility and the lives of its residents, staff, and the public. The ISO position can be the first step toward becoming a university police officer.

Receives direct supervision from the shift supervisor who provides instruction, assigns work and reviews performance through observation and reports for conformance to all applicable laws, and department rules and regulations.

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES

* Patrolling an assigned area on foot or in a car, making periodic rounds and security checks of academic/residential buildings and grounds, conducting surveillance of assigned areas, determining the extent of violations, notifying officers and shift supervisor, and taking whatever action is necessary in accordance with authorized procedures

*Handling or controlling emergencies by administering first aid, summoning assistance, assisting with directing traffic as needed, and participating in searches

*Preparing basic reports in the records management system for minor disturbances, found property, vandalism, and towing of vehicles

*Investigating fire egress door alarm activations and replacing expired fire extinguishers to safeguard the facility's property and the lives of its occupants

* Responding to inquiries on such matters as travel routes, parking, etc., and providing information concerning pertinent rules and regulations to students, faculty, staff, visitors, or other agencies and the general public

*Screening persons for identification, purpose of visit, or required authorization, participating in searches for missing persons or property, operating two-way radios and/or base station address systems, locking or unlocking doors, gates, etc., directing or controlling traffic, raising or lowering flags, assessing road conditions to determine the need for emergency snow removal or sanding

*Investigating parking complaints such as fire lane violations, handicap parking, etc., and determining whether a violation of laws, rules, or regulations has occurred, and taking appropriate action such as reporting findings to the officers and supervisor on duty and issuing warnings, parking tickets. The ISO is responsible for documenting reports for towing

*Providing additional security for arrestees, victims, or witnesses, assisting with crowd control at public gatherings or demonstrations, and assisting in the evacuation of students, faculty, and staff in drills or emergency situations

*Appearing personally as a witness to assist in court proceedings

*Providing safety escorts for students and other safety escort services as needed

*Learning basic dispatcher job responsibilities and may assist as needed during emergencies

*Providing access to academic buildings and residence halls for students, faculty, staff, and contractors

*Enforcing parking violations and utilizing assigned ticketing machines

*Providing security at assigned fixed strategic posts

*Providing proactive community policing patrols on campus for visible and approachable problem-solving

MINIMUM ENTRANCE REQUIREMENTS

Must have a high school diploma or GED equivalent

LICENSE AND/OR CERTIFICATION REQUIREMENTS

Possess a valid driver's license.

Possess a Class A license to carry a firearm at the time of appointment and throughout employment.

Ability to work at any hour and in all weather conditions or hazardous environment

MENTAL REQUIREMENTS

Proficiency in all phases of duties performed. Must demonstrate logical, effective problem-solving ability. Must be able to provide credible testimony in a court of law.

Frequency Key (hours per day): Never = 0 hours; Rare = up to 1 hour; Occasional = 1 to 3 hours; Frequent = 3 to 6 hours; Constant = 6 to 7 ½ hours.

Good physical condition and vision, ability to hear and speak and full use of arms and legs. The employee may occasionally be required to physically subdue combative subjects and must maintain a level of physical ability accordingly. Must be able to demonstrate fitness for duty as determined by physiological tests.

Successfully complete an in-house 6-week field training program

TOOLS AND EQUIPMENT USED

Must be proficient in the operation and safety procedures of all equipment utilized by the University Police Department necessary to perform assigned tasks. Requires sufficient hand, eye, arm coordination and strength to physically restrain an adult and to operate a firearm.

REMARKS - Incumbent must be a US Citizen; satisfy all statutory requirements including but not limited to passing a physical fitness test, drug test, medical examination including a psychological component; background test/screening and must not have been convicted of a felony.
