Institutional Analytics is the trusted source for institutional data and analyses that empowers organizational success and informs decisions. The Institutional Analytics division in the Office of the Vice President for Information Technology is a comprehensive unit that services all 7 campuses and 2 academic centers in the areas of institutional research, assessment, decision support, and data analytics. Our mission is to serve Indiana University, its campuses, and its constituents by providing leadership for the development, use, and management of institutional data resources.

Job Summary

Indiana University (IU) South Bend Campus Manager of Institutional Effectiveness is a leadership position that will investigate and formulate research questions, develop metrics, develop and maintain a robust data and reporting infrastructure, conduct analyses, produce data reports to support campus strategic priorities as well as proactively managing campus-wide data and research requests and needs. Work will involve a high level of confidentiality especially in the context of student and personnel records.

Department Specific Responsibilities

  • Leads institutional analysis and research for the campus.
  • Understands campus priorities, formulates research questions, develop metrics, identify and develop the appropriate data sources, completes high-level analysis, disseminates results, and helps stakeholders utilize data for decision making.
  • Develops policy recommendations for institutional effectiveness initiatives through data-driven decision making (including but not limited to campus performance measures). Evaluates and analyzes institutional and other data in order to develop metrics of effectiveness in campus units, assess and evaluate projects to ensure that campus units are delivering services effectively and efficiently.
  • Takes initiative and lead in completing special projects related to campus strategic initiatives or goals.
  • Conducts advanced analyses. Creates and publishes research briefs, data dashboards, and reports. Utilizes visually intuitive and interactive tools. Leads in developing data reports to support decision making campus wide. Data may come from a variety of sources including internal databases, the institution's enterprise resource systems, government agencies, higher education consortia, national databases, and peer and aspirant institutions. Critically reviews and helps update IU system level data dashboards to reflect campus needs and streamline access.
  • Assists with the completion and dissemination of analyses relevant to the assessment of the strategic plan.
  • Assists with wide range of assessment efforts including in curriculum development and student learning outcomes, and co-curricular activities.
  • Provides training and data tools that allow decision makers to leverage institutional data.
  • Makes formal presentations to campus community by translating statistical reports and complex data to the understanding of the intended audience.
  • Collaborates with other data providers on campus and within the university and coordinate campus data reporting with respect to IU system requirements and external entities, includingc the Indiana Department of Education, national organizations, and accrediting agencies.
  • Supports assessment and accreditation for Higher Learning Commission and program review processes. Maintains ongoing relationships with the AQIP and the Higher Learning Commission and oversee the process of reaffirmation of accreditation, development of major recertification reports, and develop and maintain an infrastructure to anticipate problems and their solutions.
  • Attends and participates in relevant committee and campus meetings to provide expertise but also understand campus culture and climate.
  • Manages the office including budget and personnel.
  • Collaborates with the Indiana University Institutional Effectiveness Director and other campus managers.
  • Focuses on directing, planning, coordinating, and instituting the assessment, evaluation and improvement processes at IU South Bend.
  • Helps develop campus and unit strategic plans and their evaluation.
  • Assembles studies within the Institutional Research paradigm for strategic planning needs of the campus and provides overall support and analysis of the data needs of the campus.
  • Assesses and uses metric development are essential to support campus priorities and accreditation and other reports. Reports will include oral presentations, written reports to internal and external constituencies, Higher Learning Commission, and other educational coordinating bodies.
  • Serves as the key point of contact for institutional analytics, institutional research, and decision support services at South Bend. Campus stakeholders include senior leadership, deans, department/area chairs, directors, faculty, and students.
  • Develops partnerships and collaborates with campus leadership to develop and maintain data literacy programming and broaden the accessibility of critical information used for campus strategic planning and evaluation.
  • Serves as a campus advocate to the IU system-level developers who are building resources that assist all campuses. This position participates in setting priorities and optimizing IU system-level reports to meet the needs of the campus.

General Responsibilities
  • Provides highest level of operational leadership and coordination of assigned staff members to define data analysis methodologies and standards; provides direction and guidance on high priority data analysis projects/initiatives.
  • Establishes short-term business plans and long-term operational objectives, including managing project timelines/deliverables and developing resource plans for multi-project/multi-phase data analysis initiatives.
  • Conducts a variety of personnel actions to include, but not limited to hiring, promotion, performance management, and dismissal.
  • Manages high level assignments and allocation of data analysis resources, including negotiating and coordinating initiatives that involve staff in other departments/areas/teams; may coordinate large-scale data analysis projects with a wide audiences in support of academic initiatives.
  • Makes budgetary recommendations/proposals based on resource needs and ensures cost containment.
  • Researches and stays up-to-date on new industry data analysis standards, best practices, and emerging technology; responsible for the implementation of new protocols/procedures to address business needs.
  • Works collaboratively with other data analysis leaders across departments in recommending standards, best practices, and related policies/procedures.
  • Prepares management reports and summaries for senior administration, executive, steering and advisory committees; acts as advisor to executive committees; serves on various university committees, communities of practice, and task forces related to data analysis.

EDUCATION

Required
  • Bachelor's degree (preferably in computer science, information science, or related field)
Preferred
  • Master's degree (preferably in computer science, information science, statistics, data science, social science, education science, higher education administration, or related field)
  • Coursework in statistics or demonstration of quantitative aptitude or training
  • Coursework in research design and analysis, assessment and program evaluation techniques, technical report writing and survey methods
WORK EXPERIENCE

Required
  • 4 years of data analysis, reporting, or related experience
  • 1 years of management experience
Preferred
  • 3 years of experience in higher education including managerial experience
  • Experience with formulating research questions and conducting research analysis

Working Conditions / Demands

This role requires the ability to effectively communicate and to operate a computer and other standard office productivity equipment. The position involves sedentary work as well as periods of time moving around an office environment and the campus. The person in this role must be able to perform the essential functions with or without an accommodation.

This position is eligible to work a hybrid schedule (mix between remote and in-person work), subject to change in the future based on university policy and business needs.
