Position Title: Human Resources Business Partner - Talent Acquisition & Communications

Department: District Office, Human Resources   

Starting Rate: Band 7 - $76,500- $104,600

Position Summary:

This HR Business Partner focuses on Talent Acquisition and Candidate/Employee Communications and Experience.  

This position provides consultative services for the College, collaborating with leadership, managers, and other stakeholders to deliver impactful and replicable staffing processes, systems, tools, and results. This role is hands-on and provides expertise in all aspects of full-cycle recruiting and communications. 

The HRBP role assesses and anticipates staffing needs; communicating needs proactively within our HR department and business unit leaders.  The HRBP develops integrated recruitment strategies and develops partnerships across the HR function to deliver value-added service to hiring managers that reflect the strategic objectives of the department and College. The HRBP maintains an effective level of business literacy about each department's business plans and associated staffing.

The HRBP has objectives from a culture and employee recruitment, communication, and retention perspective; helps translate strategies and goals into actions and services, and facilitates the changes needed to achieve desired outcomes. 

 

Duties and Responsibilities:

Communications: 

  • Internal HR Communications: In conjunction with the CHRO, develop, implement, manage, and maintain a consistent communications plan from HR to the district
  • Presentation design: In conjunction with HR Leadership, develop standard presentations and maintain content for communication of vital HR information
  • Employer Branding: research, develop, implement, assess, maintain an employer branding campaign to position the College as an employer of choice in Tucson and the country's Higher Ed Community
  •  Social and other talent attraction/retention/engagement media management
Talent: 
  • Module owner of "Recruit" in Cornerstone OnDemand 
  • SME on all recruiting and hiring law, policy, practices, processes, industry standards, customer service/experience, and metrics
  • Collaborate with all HRBPs and all business units to understand their unique goals and objectives and recommend/manage talent approaches
  • Effectively partner with hiring managers to better understand business needs and assess position goals and requirements. Proactively work with hiring managers and human resources business partners regarding future organizational needs and structure
  • Use various cost-effective sourcing strategies, such as internet job boards, networking, resume mining, social networking, and job fairs, and other industry-leading practices to attract a diverse pipeline of candidates
  • In conjunction with the Talent Coordinator, pre-screen all applicable candidates, recommending candidates to the hiring manager based on detailed requirements of position and job competencies; provide the hiring manager with reasoning for advancing a candidate
  • Establish credibility and remain engaged with hiring managers and senior management to educate and guide the College's hiring process
  • In conjunction with the Talent Coordinator ensure recruitment activity is updated in an accurate, compliant, and timely manner within the applicant tracking system
  • Track and provide detailed reporting and analysis as requested on all recruitments in real-time needed. Maintain live dashboards with all pertinent and historical data
  • Provide a systematic and proactive approach with hiring managers regarding recruitment ROI and cost controls
  • Identify opportunities to evaluate and analyze trends and metrics to provide continuous process improvement 
  • Partner with the APM of Compensation Classification to properly classify each position before recruitment, and appropriately set salary parameters
  • Conduct all job offers for staff and Administrator positions at the College
  •  Develop training in negotiation and job offer processes to train and assess others
Supervision:

Manages Talent Acquisition team including:
  • HR Business Partners
  • HR Administrative Assistant
  • HR Specialist

Job Requirements:
  • Bachelor's degree in Human Resources or a closely related field of study and
  • Three (3) to five (5) years of related experience in human resources, and demonstrated successful proficiency in Talent Acquisition and Recruitment consulting
or
  • An equivalent combination of certification, education and experience sufficient to successfully perform the essential duties of the job such as those listed above
Preferred: 
  • Higher Education Human Resources 
  • Master's degree in Human Resources or a closely related field of study preferred
  • Five (5) to eight (8) years of related experience in human resources and employee relations preferred
  • Talent Acquisition experience at a higher-ed institution 
  • Working knowledge of all Human Resource services
  • HRIS experience with Banner and Cornerstone OnDemand
  • PHR, SHRM, or other HR certifications
  • AIRS Recruitment & DEI certifications 
  • Diversity, Equity, and Inclusion expertise
  • Experience with Affirmative Action Plans
  • Predictive Index Analyst certification and working expertise

  • Ability to use modern and advanced technologies to manage and analyze talent and create recruitment solutions
  • Ability to think strategically, synthesize business data, and develop innovative and holistic HR solutions that are forward-thinking and growth-oriented
  • Customer-focused, proven track record of building credibility and influence within the business and across HR specialties
  • Strong understanding/ application of change management strategies and process excellence principles
