The State of Nebraska, Department of Health and Human Services is seeking a Housing Administrator for the Division of Behavioral Health (DBH).

Studies have shown that supportive housing improves housing stability, reduces hospitalization, and increases life satisfaction for individuals with significant mental health disabilities. The Division of Behavioral Health (DBH) supports prevention, treatment, and recovery support services for over thirty thousand Nebraskans needing behavioral health care. Stable housing is critical for recovery.

Examples of Work
The Housing Administrator:

• Leads housing opportunities with local, regional, and statewide entities and housing system partners on safe and affordable housing options, coordinated services and bridging gaps between housing.
• Fosters collaboration between service providers, landlords and public housing authorities.
• Advocates to maximize and leverage state and federal funding housing resources.
• Provides housing related leadership as identified in DBH's Strategic Plan and the State's Olmstead Plan.
• Manages operations and initiatives.
• Assists with landlord and tenant curriculum and resource tools.
Qualifications / Requirements
REQUIREMENTS: Bachelor's Degree in public administration, social work, human development, public health, behavioral science, law, finance, human resources or other program related field AND two years of experience in a field related to the assigned program area including supervisory experience; OR a Master's degree in any of the above mentioned fields. Experience may be substituted for the educational requirement on a year-for-year basis.

PREFERRED:

Three plus years of experience administering state and federal grants, housing and supported living services; working with adults with serious mental illness or substance use disorders; performing housing outreach and development; HQS inspections training/experience preferred.
Knowledge, Skills and Abilities
General knowledge of community and agency resources and programs for the community service populations (extremely low income, serious mental illness, homelessness, etc...)

General knowledges of social casework techniques; ability to solve problems within scope of responsibility.

Ability to analyze facts and exercise sound judgment in arriving at conclusions.

Ability to communicate complex ideas effectively, orally and in writing; ability to prepare clear and concise reports.

Ability to liaison, establish and maintain working relationships with clients, professionals, community partners, agencies, funders, developers, and the general public; ability to manage multiple tasks at once and meet related deadlines; budgeting and fund management; attention to detail.

Knowledge of housing needs assessment, planning and project management.

Ability to navigate and ensure compliance with applicable regulatory standards; knowledge of Fair Housing and Tenant -Landlord laws.
