Job Summary/Basic Function:
Manages, troubleshoots, and updates all the electronic medical records system for patients. Leads all the efforts for ensuring HIPAA compliance for security, backup, and protection of all personal information in the database.

Level Scope:
Recognized subject matter expert who knows how to apply theory and put it into practice with in-depth understanding of the professional field with limited oversight from managers. Independently performs the full range of responsibilities within the function; requires deep job knowledge of area typically obtained through higher education combined with experience. Manages large projects or processes and problems faced are difficult and often complex; analyzes problems/issues of diverse scope and determines solutions. May manage programs that include formulating strategies and administering policies, processes, and resources; functions with a high degree of autonomy. Influences others regarding policies, practices and procedures.

Essential Functions:
60 % of Time Health IT/HIPAA Administrator will:
• Plan, coordinate and implement security measures to safeguard information in computer files against accidental or unauthorized damage, modification or disclosure.
• Responsible for implementing, managing, and enforcing information security directives as mandated by HIPAA
• Ensure the ongoing integration of information security with business strategies and requirements
• Specify users and user access levels for each segment of database
• Develop computer or information security policies or procedures
• Protect the security of medical records to ensure confidentiality is maintained

35% of the time:

• Evaluates existing policies and Public Health Office procedures for HIPAA compliance by performing HIPAA risk assessments
• Collaborates with Public Health Office administration, Policy Director, and Office of General Counsel to identify and address privacy policies and procedures that require improvement and/or development
• Serves as Public Health Office authority on all policies and procedures related to PHI access and use, ensuring orientation and related ongoing training of Public Health Office staff and workforce members with access to PHI
• Ensures strict adherence by all Public Health Office staff and/or workforce members with access to PHI
• Assesses methods and procedures used to store and transmit PHI; identifies security or other compliance risks and researches and recommends improvements
• Maintains required records and supporting documentation including authorization forms, notices, and plan documents
• Communicates with individuals regarding their right to inspect, amend, and restrict access to their PHI

  • Knowledge, Skills, Abilities:
  • Excellent verbal and written communication skills
  • Strong technical skills
  • Thorough understanding of HIPAA regulations, requirements, and guidelines including HIPAA Security Rule and other government technology laws
  • Thorough understanding of related information privacy laws and regulations including those governing access, release of information, and security technologies
  • Ability to explain and present complex information clearly and thoroughly
  • Excellent organizational skills and attention to detail
  • Proficient with Microsoft Office Suite or related software
  • Ability to weigh business risks and enforce appropriate information security measures
  • Must possess a high degree of integrity and trust along with the ability to work independently
  • Demonstrated ability developing policies and procedures to safeguard multiple computing hardware and software platforms

Minimum Qualifications:
  • Bachelor's Degree in Information Technology or related Business disciplines
  • Five years of demonstrated expertise in State, Federal IT regulatory compliance as they relate to Higher Education including but not limited to HIPAA, FERPA, and PCI.


Preferred Qualifications:
  • MBA or Law degree
  • Five years of demonstrated expertise in State, Federal IT regulatory compliance as they relate to Higher Education including but not limited to HIPAA, FERPA, and PCI.
  • One or more security certifications including Certified Information System Security Professional (CISSP), Certified Information Security Manager (CISM), Certified Information Systems Auditor (CISA), NIST Cybersecurity Framework (NCSF), or Certified Cloud Security Professional (CCSP) is preferred
  • Experience in deploying cyber security frameworks and maturity models in support of University Research including but not limited to NIST 800-171, NIST 800-053 and CMMC is preferred
  • Experience as a liaison between technical, functional, and senior leadership preferred
  • Experience in Federal contracting/subcontracting and healthcare preferred

Salary starting at $75,000/year; commensurate with experience.
