If unable to hire at the Highway Designer III level, will consider applicants at the Designer II level at $21.182 hour.
Examples of Work
Under limited supervision of a Registered Professional Engineer, the candidate will; oversee and manage highway projects designed by consulting engineering firms, be responsible for delivering assigned projects from scoping to letting; ensure compliance of design plans with State standards and needs for related civil or transportation engineering projects; perform related work as required. EXAMPLES OF WORK: Performs highway design work as needed in support of consultant projects, including Resurfacing, Rehabilitation, and Restoration (3R) and New & Reconstruction (N&R) highway projects. Reviews and finalizes design plans submitted by consulting engineering firms. Uses highway design knowledge to aid and advise consultant engineer on non-conformance issues, documentation requirements, and plan changes. Organizes progress meetings over the lifetime of a project and guides project efforts to maintain programmed schedule adherence. Schedules and attends design progress meetings with consultants, field visits, and environmental progress meetings. Coordinates with other divisions to maintain project schedule and deadlines. Responsible for the final submission of a completed project for review by the Plans, Specifications, and Estimation (PS&E) section. Tracks project quantities and performs limited analysis of project costs. Provides estimates to determine cost-benefit ratios of design alternatives during the project design phase. This can include, but is not limited to: guardrail modifications, traffic phasing, highway drainage, and bridge repairs. Follows internal procedures for submitting and routing departmental forms integral to the delivery process. Maintains Roadway Design project master files and electronic databases. Evaluates project programming documents to assist in the development of scopes of services and maintain project schedule.
Qualifications / Requirements
REQUIREMENTS: Five years of experience in highway civil engineering design, including CADD applications and practices. OR Post high school coursework or training in the design field mentioned above may substitute for two of the five years' experience required on a year-for-year basis.

PREFERRED: Exhibits mastery of skills necessary to conduct technical engineering design work on very complex construction projects. Working proficiency of Nebraska Department of Transportation (NDOT) Roadway Design Standards, AASHTO Roadway Design Standards; Nebraska Standard Specifications for Highway Construction; hydraulics and hydrology, advanced engineering principles related to design and construction of projects including engineering, surveying, hydrology, hydraulics and geometrics. Effective communication; information gathering; applying design principles with limited direction. Communicate technical information and instructions to diverse groups including consultants, NDOT employees, and representatives of other government branches and jurisdictions; read and interpret road, street, and bridge project plans; read and interpret design manuals and specifications; read and interpret agreements, contract documents; comprehend and interpret legal property descriptions; perform mathematical calculations including geometry, algebra, trigonometry; plan, organize, coordinate, monitor, and evaluate transportation projects; interact with federal, State, and local administrators and officials, engineering and construction professionals, and NDOT employees at all levels to facilitate and guide transportation projects; prepare PS&E submittal packages; explain non-conformance issues, documentation requirements, information needs, and requested plan changes.

OTHER: Applicants will be required to bring two examples of written communication in support of a recent transportation-related project.
Knowledge, Skills and Abilities
Knowledge of: basic engineering principles related to design and construction of projects including engineering, surveying, hydrology, and geometrics; agency, state, and federal guidelines, policies, and regulations regarding the design and construction of highways, bridges, culverts, and other transportation- related projects. Ability to: Plan and coordinate multiple sections/divisions activities relating to project completion; identify specific information from a substantial amount of related data or information in such sources as reports, survey notes, manuals, and standard specifications.
