SUMMARY
The General Clerk II position provides services related to mail administration and operations, including comprehensive business analysis for quality control, reporting and technical support for the Program Support Center (PSC) Mail and Publishing Services and component agencies within the Department of Health and Human Services (DHHS), as well as to the broader Federal Government. This position provides guidance on U.S.P.S. regulations ensuring that all outbound mail is processed according to federal regulations. The General Clerk II assists in mail room operations and is responsible for various functions, including all functions handled by the General Clerk I related to the handling and sorting of mail, as well as occasional supervision duties.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Sorts incoming mail, separates per customer requirements, delivers mail twice daily, retrieves interoffice mail and processes outbound mail.

Performs Quality Control reviews all of files.

Receives, sorts and opens all incoming mail, including all appeal files.

Sorts and collates mail.

Places mail in proper buckets/bins for distribution.

Opens envelopes to determine delivery destination.

Dates/stamps all incoming mail, as required.

Sorts mail such as returned letters, adjustments, bills, orders and payments.

Completes incorrect returned mail.

Receives outgoing mail and applies correct postage.

Arranges for pickup of outgoing mail.

Stamps mail with postage meters.

Folds letters, circulars, or other documents and inserts into envelopes for distribution.

Weighs mail to determine correct postage.

Places mail in bins and carries to departments for distribution.

Responsible for aiding in own self-development by being available and receptive to any training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

EDUCATION/EXPERIENCE REQUIRED
High School Diploma or General Education Degree (GED) and three (3) years' of relevant experience, or equivalent combination of education / experience.

CERTIFICATES / LICENSES / REGISTRATION

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES
Basic knowledge of standard office practices, procedures and systems (i.e., word processing, records management, schedule / time management, etc.)
Strong skills using Microsoft Office
Proficient in the use of standard office equipment such as computers, copiers, fax machines, telephone systems and office automation systems
Excellent written and verbal communications skills with knowledge and ability to utilize appropriate grammatical skills at a professional level
Ability to work and communicate effectively with all levels of management and coworkers, as well as a wide range of people with diverse backgrounds
Ability to use exceptional discretion in handling sensitive or confidential information
Well-organized and detail-oriented with ability to multitask effectively under pressure and time constraints
Excellent customer service skills
Ability to be proactive, take initiative and accept accountability for assigned work functions
Ability to work effectively both individually and in a team environment

LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

MATHEMATICAL SKILLS
Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs.

REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. May work near moving or mechanical parts. May have exposure to chemicals, fumes, warehouse environment, or adverse weather conditions. May be required to use safety and personal protective equipment.
