Global Communities is committed to advancing the principles of gender equality and social inclusion (GESI) and positive youth development (PYD) across all of our programs, starting from the early stages of program design and proposal development efforts. This entails:

  • Ensuring that GESI and PYD principles are adequately integrated across all components of Global Communities' program design and proposal packages (theories of change, results frameworks, technical narratives, monitoring and evaluation plans, budgets, staffing, strategic partnerships)
  • Interpreting and operationalizing donor policies, guidance, and requirements related to GESI and PYD.


We are seeking an expert consultant to develop tools that will streamline our organizational processes for integrating GESI into proposals, with a focus on USAID and USDA solicitations. There will be a secondary focus on PYD. The consultant will work closely with the Sr. Technical Gender Advisor for Gender Integration and the Strategic Growth & Partnership team. It is anticipated that the consultant will spend no more than 10-15 days working on the assignment between August and September 2022, with a maximum cost of $8,000.

Location of Work

Consultant's home of record or as otherwise agreed. Travel is not currently anticipated.

Responsibilities

Scope of Work
  • Facilitate meetings with representatives of the Gender Equality, Youth, and Social Inclusion team, technical leadership team, and the Strategic Growth & Partnership team to understand current organizational processes for integrating GESI and PYD into proposals; assess critical needs and areas for improvement; and offer actionable recommendations.
  • Develop a "GESI and PYD Proposal Checklist" with a) clear references to global best practices and applicable policies and requirements of USAID and USDA; b) clearly defined GESI and PYD integration steps and roles and responsibilities for proposal teams; and c) list of useful GESI integration resources.
  • Review at least 5 recent USAID solicitations and 5 recent USDA solicitations and develop "Key GESI and PYD Considerations in Proposal Development Tool." The tool should a) explain common GESI and youth requirements specified in solicitations; and b) list strategies and approaches for responding to these requirements.
  • In close consultation with Global Communities, select 1-2 development sectors (e.g., food security, health, and/or WASH) and adapt the "Key GESI Considerations" tool to these sectors. These adaptation(s) should list a) key GESI requirements and considerations for these particular sector(s); b) evidence-based and innovative strategies for GESI integration in these sector(s); c) annotated bibliography of sector-specific resources (e.g., technical briefs, donor guidance documents, or recent studies and evaluations) that can help design compelling gender-transformative program strategies and cross-cutting GESI approaches; d) adaptable stock language for GESI section(s) in related proposals (up to one page); and e) 3-5 sample custom GESI outcome indicators.
  • Develop a short (30-45 min.) training session for proposal teams on GESI integration in a form of an annotated PowerPoint presentation and talking points for the facilitator.

Qualifications
  • Minimum of 5 years of experience in international development, including proven track record of working on USAID and/or USDA proposals
  • Bachelor's degree in a related field; graduate degree preferred
  • Professional experience in GESI-focused and/or gender-transformative programming
  • Deep knowledge of global best practices and donor requirements on gender integration and social inclusion
  • Demonstrated ability to provide GESI technical assistance to proposals and/or projects
  • Experience developing GESI tools, strategies, and/or training
  • Excellent writing, analytical, and communication skills; experience in participatory facilitation methods a plus.
