SUMMARY

The FOIA Analyst II is responsible for processing and conducting research and analysis related to the Freedom of Information Act (FOIA). This position reviews and processes pending, complex FOIA cases and prepares documentation for, and drafts responses to, FOIA requests.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Reviews incoming FOIA requests to determine subject matter and recommends appropriate processing.

Researches and prepares a variety of written materials and correspondence related to requests for information.

Prepares timely responses to incoming requesters as assigned.

Performs review and conducts searches, as necessary, to locate information responsive to requests.

Recognizes and segregates various types of nondisclosure information contained within a wide range of agency records.

With the assistance of government staff, conducts factual research of defined scope and complexity utilizing various sources of reference such as the internet, periodicals, office or attorney files, case law and policy guidance, statutes and regulations, computer databases, and other pertinent sources to supply necessary information for inclusion in responses to the public, Members of Congress and other federal agencies.

Works with agency experts in conducting secondary searches and reviews when appeals to final denials are received.

Performs records management and e-discovery functions, including researching records management and e-discovery obligations, assisting in updating records schedules, assisting with e-discovery projects, and facilitating the transfer of records, as needed.

Reviews records, databases and entries to assist in responding to and maintaining the administrative requests.

Files, retrieves and copies case file materials.

Tabs, numbers, labels and assembles documents.

Prepares documents for image scanning.

Performs other document collection related activities, including document screening, and labeling of files to be scanned.

Collects, organizes, analyzes and prepares records for processing.

Assists with a variety of administrative responsibilities of assigned requests, including preparing correspondence, accurately entering data into management databases, and generating reports using various electronic databases.

Maintains accurate, up-to-date notes and documentation regarding the status of multiple requests and projects.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions as the best of own ability.

EDUCATION/EXPERIENCE

Bachelor's degree and a minimum of five (5) years' of relevant experience in processing FOIA requests and records for the Federal Government, or equivalent combination of education / experience.

CERTIFICATES, LICENSES, REGISTRATION

This position requires possession of or the ability to obtain and maintain a SECRET security clearance

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Working knowledge of FOIA regulations, policy and statutory requirements

Operational knowledge and understanding of standard processes and procedures related to FOIA requests

Proven ability to conduct redaction of information (i.e., pre-decisional information, trade secret information, etc.)

Excellent research and analytical skills with ability to identify problems, determine accuracy / relevance of information, evaluate alternatives and make recommendations

Detail-oriented with ability to work independently in analyzing data

Exceptional customer service skills with ability to receive and provide information with clarity, courtesy and tact

Excellent written and verbal communications skills

Ability to work effectively with others to achieve goals

Ability to organize work, set priorities, and handle multiple projects

Skilled proficiency in Microsoft Windows and Office programs (i.e., Word, Excel, Outlook, PowerPoint, etc.)

Ability to work independently or in a team environment

LANGUAGE SKILLS

Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.
