Job Summary

Galapagos Federal Systems LLC is looking for an enthusiastic, well-qualified individual to fill the Financial Management/Budget Analyst position and to join our team of qualified, diverse individuals. The primary responsibility of this position is to aid in the support of the Planning, Programming, Budgeting and Execution (PPBE) process.

The contractor must have a strong background in DoD and Air Force accounting and experience with classified accounting systems and processes. The contractor will assist in performing complex financial analysis of budgets and schedules needed to meet contractual/project requirements for assigned programs across the entire United States Space Force's Space Test and Readiness Command (STARCOM) portfolio.

The contractor will help coordinate, negotiate, and resolve financial compliance issues with various governmental agencies to ensure accurate interpretation and application of regulations, policies, and guidance. The candidate will support coordination on interdepartmental development of program plans and interfaces with customers and other stakeholders. The contractor will help form STARCOM organizational strategies, tactics, and budget/action plans.

Job Requirements

Skills / Experience Required

  • 10 years of relevant DoD work experience
  • Monitor execution of assigned programs using automated tools such as CRIS, SAFES
  • Provide independent assessments of the Air Force and U.S. Space Force financial posture and advise STARCOM and National Space Test & Training Complex leadership on decision options
  • Have a clear understanding of and aid with the DoD PPBE processes and associate the current financial landscape to provide staff support, and perform analysis of program funding for all PPBE phases and other budget exercises for the Test & Evaluation Program Objective Memorandum and President's Budget submissions
  • Identify issues, recommend solutions, and advise and assist with solutions associated with financial management of the classified portfolio
  • Have experience with and understanding of Financial Management Systems used by the Department of the Air Force and the DoD to provide staff support and perform obligations and expenditures analysis, support periodic execution reviews, and other senior leader requirements as necessary
  • Provide financial advice and other support to requirements development from a project's inception to conclusion for complex to extremely complex programs
  • Provide independent assessments and develop recommended Strategic roadmaps of the Air Force, Mission Partners and U.S. Space Force architectures and advise USSF/TE and STARCOM leadership on decision options
  • Partner with outside organizations to provide advice, technical guidance, expertise, and ensure financial processes are complete, correct, and timely in support of test range programs, staff requirements, range program and staff
  • Provide detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues
  • Handle the efforts of all staff assigned to a specific job
  • Provide recommendations to senior leadership to help ensure mission success
  • Convey complex information in a simplistic manner
  • Awareness of U.S. Space Force organizations and echelons of command as it relates to USSF Test & Evaluation customers and stakeholders, programmatic goals and objectives, and mission requirements
  • Strong writing, editing, analytical, team facilitation skills, thinking and problem-solving skills
  • Excellent written and oral interpersonal skills and attention to detail
  • Strong verbal and written communication to effectively express concepts, plans, and proposals
  • Ability to organize, prioritize and meet deadlines
  • Capable of conveying complex information in a simplistic manner

Education / Certifications
  • Master of Arts/Science degree preferred in Business or Financial Management
Security Clearance

Must be a U.S. Citizen. A high-level Department of Defense (DoD) active security clearance may be required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to government information.

Physical Requirements

Work may involve sitting or standing for extended periods of time and typing and reading from a computer screen. Must have enough mobility, including bending, reaching, and kneeling, to complete daily duties in a prompt and efficient manner and may include lifting thirty (30) pounds, as necessary.
