Job Summary/Basic Function:
Research, manage and assess eligibility regulations for special academic programs and award aid to students enrolled in these programs.

Level Scope:
Fully competent and productive professional contributor who applies acquired job skills, policies, and procedures to complete substantive assignments/projects/tasks of moderate scope and complexity. Works independently with general supervision; exercises judgment within defined guidelines and practices to determine appropriate action. May provide guidance and assistance to entry level professionals and/or support employees.

Essential Functions:
60% of the time the Financial Aid Counselor must:

  • Advise and counsel students and families on the financial aid process and loan repayment
  • Evaluate and review financial aid awards, process documents, respond to student requests
  • Research, understand, and apply federal regulations for awarding of special academic programs
  • Award and track students in specialized programs, with a majority focus on online programs offered through the eCampus Center
  • Communicate with program advisors for specialized academic programs
  • Loan processing
  • Verification of federal aid applications
  • Process agreements including changes in FA load, budget, and federal aid
  • Obtain final grading information at the end of each term for each student, including follow up on any W or F to ensure eligibility

35% of the time the Financial Aid Counselor must:

Financial Aid Administration
  • As a member of the financial aid and scholarships team, collaborate to successfully administer federal and state student financial aid programs (student eligibility, need analysis, verification, awarding, ISIR corrections, disbursement, return to Title IV, etc.) within the guidelines of institutional, private, state, and federal regulations, guidelines and policies.
  • Manage and assist with processes related to the accurate awarding, adjusting and the timely disbursement of financial aid for eligible students in an efficient and effective manner.
  • Evaluate unusual/extenuating circumstance documentation or information provided by the student; exercise professional judgment by adjusting cost of attendance, income, dependency status, or satisfactory academic progress based on established policies or guidelines.
  • Identify and prioritize issues; perform research, offer solutions, options and strategies. Refer to appropriate person or department as needed, and/or arrange for required support for student.
  • Oversee and/or conduct financial aid administration activities in support of students enrolled in Extended Studies programs. Upon supervisor request, act as a direct liaison between the financial aid and scholarships department and extended studies.
  • Remain current in knowledge and understanding of institutional policies, federal regulations, U.S. Department of Education guidance and State of Idaho regulations related to the administration of student financial aid.


Financial Aid Counseling
  • Conduct financial aid counseling directly with students, parents, faculty and staff to understand their financial aid eligibility, navigate the various processes, and answer individual questions via a multi-line phone system, e-mail and in person.

Interaction with Technology
  • Understand and use technology systems including but not limited to: Common Origination and Disbursement, National Student Loan Data System, FAAccess to CPS online, EdConnect, Electronic Loan Management (ELM), PS Campus Solutions, Perceptive Content, etc.
  • In collaboration with the Systems team, assist in testing of enterprise resource management systems setup, upgrades and modifications.

Outreach Activities
  • Develop and present informational financial aid programs and community outreach events to local high school students, families and various other groups.

Supervision/team management
  • Provide training, direction, feedback, and evaluations to direct reports (if assigned) and/or leading a project team in collaboration with supervisor

Minimum Qualifications:
Bachelor's degree or relevant experience, plus 2 years professional experience.
