Reporting to the VP of Corporate Affairs, the Executive Director of Government Affairs (ED, GA) will head the federal and state government affairs teams and provide the strategic vision, leadership and senior execution of Otsuka GA and public policy activities. This role will sit on the Corporate Affairs Leadership team and will develop and guide the GA strategy, represent Otsuka with senior policymakers and regulators and advise Otsuka senior leadership on critical opportunities and challenges for the company and the industry at the federal and state levels.

Based in Washington D.C. and Rockville, MD., the ED, GA will work closely with the Sr. Dir of Corporate Communications and the VP of Patient Advocacy and Stakeholder Management to collaborate on Corporate Affairs strategy and priority and will supervise public policy, federal and state advocacy, the Otsuka PAC and grassroots activation of Otsuka employees. S/he will work cross functionally with Pricing, Regulatory, Legal, Compliance, Market Access, VRWE and Therapeutic Area leads in Commercial and Clinical, to advance key Otsuka priorities.

S/he will help ensure patient access to Otsuka's portfolio by advocating for and advancing policies relating to federal public programs, including Medicare and Medicaid, intellectual property, public health programs, digital innovation and more. S/he will also work to ensure the Otsuka team is educating Members of Congress and staff, state lawmakers and regulators about the challenges facing patients with serious mental illness, rare kidney disease, Alzheimer's disease as well as advance health policies that improve the treatment of these diseases.

S/he will help to elevate Otsuka's voice and credibility among the policymaking community with the achievement of strategic objectives, supporting work around a proactive policy agenda and the Otsuka Public Policy Committee. S/he will help to lead our alliance development in the policy space, s/he will manage a multi-million dollar budget and ensure Otsuka's compliance with federal and state requirements around lobbying, political giving and disclosure.

Key Responsibilities Include:


  • Develop, lead the execution of and communicate short and long term strategy for elevating Otsuka's voice and influence among policymakers and regulators.

  • Collaborate with Corporate Communications and Stakeholder Management teams to execute broad Corporate Affairs strategy with measurable goals.

  • Work cross-functionally to identify and develop a proactive public policy agenda and develop and execute advocacy strategies designed to advance Otsuka's legislative and regulatory priorities.

  • Engage with key lawmakers, regulators and staff to represent Otsuka and its commitments.

  • Manage a team of 13 professionals dedicated to federal and state advocacy and public policy and provide the vision, support and resources needed for success.

  • Supervise the creation of advocacy materials that articulate rationales in support of policy positions and prepare oral and written materials for internal audiences that summarize legislative and regulatory activities at federal and state levels and explain their potential impact upon Otsuka.

  • Serve as a liaison with trade associations, coalitions and partnerships that represent the biopharmaceutical industry and advocate for policies that seek to protect patients' access to innovative medicines. Participate in committees, work groups and related activities to advocate for Otsuka priorities and leverage the work of these groups to support Otsuka's advocacy activities.

  • Demonstrate strong analytic and research skills, including a familiarity with legislative, regulatory and policy materials, as well as significant experience engaging in the health care policymaking process.


Knowledge, Experience and Skills:

  • BS or BA degree (MA/MBA preferred) and 14 + years of prior experience in government, government affairs, or policy role.

  • Experience with Congressional Committees and/or federal agencies, state legislatures, governors and agencies with jurisdiction over healthcare is critical.

  • Multiple years of experience working as a lobbyist that includes experience with strategy development and execution

  • Experience managing and developing a team

  • Understanding of the approval, coverage and reimbursement processes for prescription drugs, and intellectual property laws applicable to drugs

  • This position requires strategic visioning and leadership capabilities.

  • The candidate should be a self-starter and team-player able to exercise significant discretion and independent strategic discernment

  • Strong verbal and written communication abilities, including experience with the use of PowerPoint and related tools to make effective presentations

  • Proven ability to build effective relationships with internal and external constituencies and work as part of a cross-functional team advocating on complex health policy issues

  • Excellent organizational and project management skills, with experience running multiple projects and deadlines effectively

  • Corporate experience in the biotechnology or pharmaceutical industries


Travel Requirements

  • Willing to travel in the US up to 30%
