About the Opportunity
The Director for Data Governance is a senior-level role within the Enterprise Data Office that has overall responsibility for the governance of an expansive, enterprise-wide data portfolio. They support the vision to better leverage enterprise data through pursuit of the office's goal for data to be accessible, useable, understandable, and actionable. They will work with senior leadership, business owners, and external stakeholders to ensure that data governance and integration efforts are aligned with strategic objectives. Proven critical thinking, communication, analytical, and problem-solving skills are required for successful performance in this position.


The Director for Data Governance will lead the integration efforts across data systems, platforms, and projects. Responsibilities include both the strategic integration of new data into current infrastructure, and the identification of opportunities for improved integration of existing data. The position orchestrates data enhancements that require the synthesis of multiple data sources, and they liaise with IT to develop and enhance enterprise data architecture.


The Director for Data Governance will play a pivotal role in establishing enterprise-wide standards and guidelines to ensure consistency across data systems. They advise stakeholders throughout the organization to guarantee data assets are managed in a systematic manner, adhere to common principles, and maintain superior data quality. The position is responsible for developing, implementing, and communicating policies and protocols related to data access and usage, security and privacy, storage, and publication throughout the organization. They will collaborate with business users and Legal Affairs to create and execute data sharing agreements with external organizations as necessary.


The Director for Data Governance manages the system-wide data visualization and analytics platform, which includes partnering with data owners to coordinate and prioritize business needs, maintaining documentation, and fostering the user community. They will be responsible for leading the organization's metadata management initiative, and they will have primary ownership of data asset inventories and glossaries. Duties also include supporting the department's enterprise-wide data literacy efforts by promoting effective data use and championing data products' capabilities.


This position may be eligible for a hybrid or remote work arrangement, consistent with System Office policy. UNC System employees are generally required to reside in North Carolina, within a 2-hour commuting distance of their assigned duty station.


About the UNC System Office
The UNC System Office includes the offices of the President and other senior administrators of the multi-campus University of North Carolina System. The UNC System is a treasured public institution dedicated to serving the people of North Carolina through world-class teaching, research, and community engagement. Today, nearly 250,000 students are enrolled in our 16 universities across the state and at the NC School of Science and Mathematics. System Office staff is responsible for executing the policies of the UNC Board of Governors and providing University-wide leadership in the areas of academic affairs, business and financial management, long-range planning, student affairs, research, legal affairs, and government relations. The UNC System Office also has administrative oversight of a number of University affiliates, including PBS North Carolina, the North Carolina Arboretum, the NC State Education Assistance Authority, and University of North Carolina Press.


Minimum Education, Experience, and Skills
Requires a Master's degree and minimum of five (5) years of progressive experience in Institutional Research, IT, technical project management, business administration, or another data-related field; or a Bachelor's degree and a minimum of seven (7) years of relevant experience. At least five years working in a Data Governance leadership role is preferred.


Preferred Education, Experience, and Skills
• Experience working in a higher education institution, system office, and/or a state-level higher education agency • Demonstrable experience standing up a data governance practice • Demonstrated knowledge of FERPA and federal and state laws concerning student privacy and data security, and other privacy practices and regulations applicable to higher education • Experience working with relational databases, data retrieval/statistical packages (SAS preferred), and data visualization (Tableau preferred) • Extensive experience with data governance including drafting data sharing agreements and data policies • Experience managing metadata management programs • Demonstrated ability to effectively plan and manage multiple projects simultaneously with time constraints • Ability to act as liaison between business units and IT, conveying information needs of the business to IT and data constraints to the business • Excellent project planning skills and/or product management experience • Ability to recognize structural issues within data systems, functional interdependencies, and cross-silo redundancies • Demonstrated ability to lead and successfully conclude large-scale projects involving many constituencies • Experience promoting data usage through user outreach, data literacy efforts, and/or training • Logical and efficient, with keen attention to detail
