Primary Job Purpose

Responsible for developing, implementing, and monitoring quality improvement programs related to chronic disease, prevention, or early detection. Includes managing digital quality campaigns, including campaigns involving texting, emails, App pushes and pushing information to member pages on portals. Responsible for managing the QI cycle for some quality projects. Assists in identifying and resolving deficiencies that may impact plan compliance with regulatory accreditation standards. Ensures activities meet regulatory requirements of the state or federal government, and ensures projects support Cambia's quality strategies, approaches and work plans.

General Functions and Outcomes

  • Supports maintaining required/applicable quality program documents, including a standardized quality management plan and program to ensure compliance with external regulatory and accreditation and/or performance measurement requirements.
  • Serves as a point of contact, coordinating and collaborating with accreditation entities and business partners to ensure compliance with accreditation and/or performance measurement requirements. Helps prepare enterprise for accreditation and/or performance measurement submissions and reviews.
  • Manages vendor supporting quality campaigns, including acting as main liaison to vendor, supplying lists of targets to vendor, and monitoring reports from the vendor to monitor and analyze results of campaigns.
  • Compiles information related to quality improvement projects for internal use and external audits and maintains relevant records.
  • Responsible for reporting certain activities to the quality committee and management.
  • Responsible for managing and coordinating QI workgroups, including scheduling, workflows, production of contemporaneous committee minutes, reporting and processes in support of the Quality Program.
  • Responsibility for identifying, reviewing and getting approval for clinical practice guidelines that support specific quality projects.
  • Works with clinical and operational areas to develop performance metrics for monitoring program objectives. Identifies areas for improvement and implements interventions or corrective action plans as needed.
  • Establishes and maintains tracking and monitoring systems for health quality improvement activities according to regulatory requirements, accreditation standards, policies and procedures and contractual agreements.
  • Effectively keeps leaders informed through regular written and verbal project status communications.
Minimum Requirements
  • Knowledge of quality improvement processes and performance measurement. Ability to identify and monitor clinical quality measures and manage program activities.
  • Demonstrated ability to identify problems, develop solutions and implement a chosen course of action.
  • Leadership skills with the ability to direct activities of others both individually and within a project team .
  • Ability to independently organize, plan, prioritize and develop multiple projects within time constraints.
  • Competence developing work process flows for digital campaigns, including text campaigns.
  • Competence with developing digital quality campaigns using email, apps and portals..
  • Ability to perform sound basic quantitative and qualitative analyses and interpretation.
  • Knowledge of the healthcare industry, preferably in the managed care market.
  • Excellent verbal and written communication skills including ability to communicate effectively across multiple areas and levels.
  • Familiarity with NCQA Standards, particularly the Population Health Management standard set.
  • Experience managing QI activities associated with chronic disease, early detection and / or prevention.
  • Experience managing QI campaigns and gap closure initiatives through a vendor, including providing vendor target lists and tracking activity and result of vendor activity.
  • Experience managing QI campaigns that use technology channels, such as text, email, or web portal posting.
Additional Minimum Requirements
  • Previous participation in successful completion of the NCQA/URAC accreditation process and continuous process improvement experience in an NCQA/URAC setting. AND/OR prior responsibility for annual HEDIS production including audit and medical record collection.


Normally to be proficient in the competencies listed above

Quality Consultant would have a bachelor's degree in business administration or related field and 6 years of progressive experience in health care administration, quality, project management or project support or equivalent combination of education and experience. Consultant would have basic analytic skills, including competency to manage and analyze data in Excel.

Required Licenses, Certifications, Registration, Etc.

Certified Professional in Healthcare Quality (CPHQ) preferred.

May require a valid state driver's license.

Work Environment
  • Work may be performed in an office environment.
  • Travel may be required, either locally or out of state.
  • May be required to work outside normal working hours.
