Division of Public Safety

Job Summary
This position serves as Deputy Chief of Police for Administration and Operations and provides management and leadership. This position manages and ensures the continuous and effective functioning of Emergency Management, Detective Bureau, Patrol, COAST/REACH and Administrative areas in the Division of Public Safety. This position actively participates in the coordination of Division functions, serves as a consultant to the Chief of Police, and helps to plan, direct, and control all aspects of this position. Ensures the understanding of the Division mission and vision.

Duties & Responsibilities

  • Assumes the duties during scheduled and unscheduled absences of the Chief of Police.
  • Conducts audits of units and Division functions to ensure professional delivery of services.
  • Manages and directs the effective deployment of Division resources.
  • Ensures effective liaison and cooperation with campus leadership, campus units, community members and groups, and law enforcement agencies.
  • Aids in determining organizational goals necessary to meet the public safety needs of the University.
  • Represents the Division at campus as well as outside programs, conferences, committees, and other communication efforts.
  • Assists management in labor negotiations, grievance hearings, and meetings.
  • Assists the Chief of Staff when needed as a spokesperson for the Division of Public Safety
  • Attends symposiums and training sessions of interest to the Division and the University; makes appropriate presentations.
  • Participates in an oral assessment promotional board to evaluate police promotional candidates for all of the institutions under the State Universities Civil Service System.
  • Act as a campus security authority, as defined by the federal Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, to include completing training and the timely reporting to the University of Illinois Police allegations of Clery Act crimes. Act as a responsible employee under Title IX of the Education Amendments of 1972 which includes the timely reporting of incidents of sexual harassment/misconduct to the University of Illinois' Title IX coordinator.
  • Other duties as assigned.
Additional Physical Demands
Physical Requirements - Work is sedentary much of the time. However, employee must have physical strength, endurance, and agility required by all police officers. Employee may, at any time, be required to perform in situations which are physically or mentally demanding.

Work Environment - Much of the work is done within an office under pleasant conditions. Employee is required to move about the campus in all types of weather and occasionally work outside under inclement conditions. Employee is, at times, required to perform in enforcement situations and is exposed to hazards and risks to personal safety experienced by all police officers.

Travel Requirements
5% Travel to and from meetings and conferences.

Minimum Qualifications

1. Possession of a valid driver's license.
2. No record of conviction of a felony or misdemeanors as identified in the Illinois Police.
3. Training Act (50 ILCS 705 et seq.), or a crime involving moral turpitude.
Eligibility for bonding.
4. Successful completion of the Basic Law Enforcement Officers Training course as prescribed by the Illinois Law Enforcement Training & Standards Board. All recruit law enforcement officers who successfully complete this course after September 1, 1984 are required to successfully pass the Law Enforcement Officers Certification Examination. (Applicants lacking such training at time of appointment will be required to complete such requirement during, and as a part of, their probationary period of employment in this class.)
5. Bachelor's degree (or 120 semester credit hours) granted by an accredited institution of higher education, in any field.
6. Ten (10) years (120 months) of full-time experience as a police officer with a federal, state, county, college or university, municipal, or public institutional police organization having a recognized merit system where at least four (4) years (48 months) of that law enforcement management experience was comparable to that obtained at the rank of Lieutenant or a position of similar responsibility as determined by the Institution.
7. Based on position requirements, additional education, training and/or work experience in the area of specialization inherent to the position, may be required. - SLF 03/21/2024

Knowledge, Skills and Abilities
  • Thorough knowledge of Illinois criminal statutes, Illinois vehicle code, and University rules and regulations.
  • Thorough understanding of Departmental policy and procedure and contract with police officers.
  • Working knowledge of management principles.
  • Knowledge of police tactics and procedures, including various patrol options, scheduling for a continuous operation, crowd control principles, and traffic enforcement techniques.
  • Familiarity with police record and reporting systems.
  • Acquaintance with various crime prevention programs, physical security methods, and alarm systems.
  • Working knowledge of the community oriented public safety philosophy and how this philosophy can/will be applied to the University community.
Appointment Information

This is a 100% full-time Civil Service 5008 - Deputy Chief position, appointed on a 12-month basis. The expected start date is as soon as possible after 4/29/2024. Salary is commensurate with experience.
