The Clinical Affairs Practice Group provides legal advice to all JHHS entities regarding enterprise risk, adverse and sentinel events, patient care issues, patient and regulatory complaints, ethical issues, guardianships, and medical staff issues. In addition, they provide legal and risk management education for faculty and staff, policy review and revision for legal and risk management implications, medical staff bylaws review and revisions and consultation with leadership on hospital clinical and medical staff risk issues.

The Counsel is responsible for the provision of legal advice regarding various legal matters of The Johns Hopkins Health System Corporation (“JHHS”) and its affiliates. It includes responsibility for the interpretation of laws and regulations specific to assigned practice group. This position also provides support to the General Counsel and the Deputy General Counsel, as needed. Success in the position requires the recognition and understanding of relevant legal principles and restrictions, as well as the ability to understand, articulate, and incorporate strategic and tactical considerations which are consistent with and further the interests of JHHS and its tri-part mission.

  • Providing legal advice and assistance in the identification, tracking, and trending of significant clinical issues regarding patient care, regulatory matters, ethics and other healthcare related matters.
  • Providing legal counsel to the committees of affiliate(s) including leadership reports as required by bylaws and policy.
  • Investigating adverse patient outcomes in anticipation of litigation and developing strategic and tactical positions and responses to proposed courses of action.
  • Researching and analyzing heath care related legal issues and drafting legal memoranda.
  • Investigating and preparing responses to Maryland Department of Health complaints.
  • Meeting with State and other regulators, including TJC, during announced and unannounced site visits.
  • Managing and reporting events to state, federal and other regulatory bodies as necessary.
  • Attending State regulatory meetings regarding patient safety, quality and risk management.
  • Participating and advising during the Sentinel Events Group (SEG) meetings by creating and maintaining documentation for presentation to SEG Management, and Boards of Trustees.
  • Participates and advises on proactive risk assessments as required by TJC and Johns Hopkins policies.

Education:

A Juris Doctor degree from an accredited law school. Continuing legal education involving legal seminars, review and study of legal periodicals and review of judicial decisions and legislative enactments and pronouncements.

Work Experience:

A minimum of zero (0) to five (5) years of experience at the Bar. Clinical degree/experience is preferred.

Risk management or clinical experience is a plus, preferably in an academic healthcare facility.

Licensure/Certification:

Member in good standing of the Maryland Bar or Bar of another jurisdiction and eligible to become licensed to practice in Maryland or Florida. CPHRM certificate is preferred
