Responsibilities:

  • As a Contracts member/staff, partners with the Project Directors, Senior Management, and Subject Matter Experts to prepare cost proposal estimates and pricing data/models for various CP, FFP, T&M Government contracts in accordance with Federal Acquisition Regulations (FAR) and government Requests for Proposals (RFPs), as well as commercial/private sector proposals' solicitation requirements.
  • Coordinate the communication of complex contract pricing requirements to teaming partners and senior leadership team members.
  • Drafts cost/business proposal narratives to explain the bases of costs proposed.
  • Assist in development and maintenance of cost proposal templates, work breakdown structures (WBS), and other cost/business proposal tools.
  • Effectively multitasks while collaborating across multiple functional departments and in support of internal stakeholders.
  • Monitor spending to ensure it remains within budget by preparing estimates to complete (ETC) spreadsheets. Performs other cost analyses for projects and tasks.
  • Tracking and reviewing subcontractor/consultant invoices and submitting to Accounts Payable for processing.
  • Assist with drafting small business subcontracting plans as applicable for proposals.
  • Plans, organizes, writes, edits, and produces a cohesive business/cost proposal and supplemental responses to clarifications with appropriate disclosures, explanatory responses, and supporting data to justify adequacy, cost realism, and reasonableness.
  • Effectively manages competing priorities and deadlines and handles multiple tasks in a fast-paced environment.


Job Requirements
Minimum Qualifications:
  • Bachelor's Degree (Business or Finance Preferred)
  • 3 - 5 years of experience required in Cost and Pricing Analysis
  • Must be highly motivated, flexible, dependable and proactive.
  • Experienced in Federal Government business with a focus in pricing and labor hour estimating, ODCs, material requirements, financial modeling, cost narratives and RFP compliance (for various contract types).
  • Experience with commercial proposal pricing, and biomedical/clinical trials pricing, desirable/a plus.
  • Must be able to drive success by meeting aggressive deadlines while working with your peers and effectively communicating pricing strategies and risk to Senior Management.
  • In depth understanding of the proposal management process in responding to Federal Government RFPs.
  • Advanced Excel Skills and Proficient in Microsoft Suite of products (Word, PowerPoint, etc.) in addition to Adobe professional software, Microsoft SharePoint.
  • Excellent written and verbal communication skills.
  • Sharp attention to detail.
  • Knowledge and general understanding of the Proposal process
  • Proven track record of taking ownership in duties assigned, and seeking continuous process improvement.
  • Demonstrated use of independent judgment to determine strategic guidelines, purpose, follow-through and completion in support of identified proposals.
