Northrop Grumman's Defense Systems sector (NGDS) Contracts & International Trade Compliance organization is seeking a highly qualified and capable Contracts Director 2 to influence and enable the strategic direction to lead the contracts organization in the Global Sustainment and Modernization (GSM) division. The selected candidate will report directly to the NGDS Vice President of Contracts & International Trade Compliance, with a dotted line to the GSM VP General Manager.

Located at our sector headquarters in McLean, Virginia, this position will be accountable for the GSM Contracts and Property Administration organizations. The GSM Division has a varied portfolio of contract types with programs spanning the full acquisition life cycle, and includes contracts directly with the United States Government, prime contractors, Foreign Military Sales, and direct commercial sales.

Responsibilities:

  • Regularly interacts with Executive management at the Division, Sector, and Corporate levels in addition to GSM customers
  • Serves as a proactive team player, works independently, and possesses excellent problem solving, communication, and organizational skills that are applied to a fast-paced environment with competing priorities and deadlines
  • Leads an engaged, geographically dispersed team and develops highly effective customer relations (both internal and external customers)
  • Manages a team that supports the Division across multiple GSM sites, including Huntsville, AL, Sierra Vista, AZ, Oklahoma City, OK, Warner Robins, GA, Middle River, MD, Fort Worth, TX, Clearfield, UT, McLean, VA, and other locations
  • Manages employee staffing, training, and development
  • Oversees all of the GSM Division contract and property activities to include proposal submittal, negotiations, and administration in accordance with applicable regulations, policies, and best practices to achieve operational excellence, financial performance, and customer satisfaction


Qualifications:

Basic Qualifications:
  • Must have one of the following:
    • Bachelor's degree with a minimum of 10 years of contracts, subcontracts, legal, business management, or related experience
    • Master's degree with a minimum of 8 years of contracts, subcontracts, legal, business management, or related experience
  • Broad experience in managing contracts throughout the acquisition life cycle and a strong understanding and knowledge of U.S. Government acquisition processes and regulations
  • Experience reviewing and approving contractual documents for protection of the company's contractual posture and adherence to company policy
  • Experience providing advice to various levels of leadership regarding contractual rights, obligations, and interpretation of terms and conditions
  • Experience managing and leading teams and working cross-functionally with other organizations
  • Ability to obtain and maintain a U.S. Department of Defense (DoD) security clearance up to Top Secret
  • Must be able to work on-site in McLean, Virginia
  • Must be able to travel as needed (up to 10% of the time)
Preferred Qualifications:
  • MS/MA/MBA/JD or NCMA Certification (CPCM, CFCM and/or CCCM)
  • Global contractual experience with international pursuits and/or contract awards
  • Active Top Secret Security Clearance
  • Government Property Management experience
  • Knowledge of Contract Management System (CMS), SAP, and/or Cost Point
  • Experience managing geographically disbursed teams
  • Ability to lead meetings with government customers or regulatory organizations
  • Strong problem solving and analytical skills
  • Excellent leadership and interpersonal skills
  • Excellent communication skills
  • Ability to train and mentor others
  • Proficient in Excel, PowerPoint, Word, SharePoint, etc.
