Receiving general direction from and working in collaboration with the Vice Chair(s) of Research and the Senior Administrative Director of Business, Research, and Academic Operations for the Department of Orthopaedic Surgery, incumbent is responsible for setting administrative direction (i.e. policies and procedures, systems, etc.) and leading across nine clinical Divisions the research aspects of the Department of Orthopaedic Surgery. Drawing on a broad understanding of Hospital, Harvard Medical School, and sponsor policies and requirements, and displaying a high degree of initiative and independent judgment, the incumbent will collaborate closely with physician, scientist and departmental leadership to continually assess and direct a wide range of research issues, including financial, personnel, operational and regulatory, facilities and systems issues, programmatic development, long-range planning and project development, for the basic, clinical, innovative and outcomes research enterprises of the Department. Possesses a thorough knowledge of current MGH, NIH, HMS, and other research-related policies and procedures, guidelines and standards. Requires discretion and judgment to organize priorities, complete tasks and handle confidential information.


Financial Responsibilities

  • Manages directly or directs and oversees the Divisional and laboratory administrators in all phases of research grant and contract administration (for NIH, industrial and foundation grants, sundry funds, clinical trials, etc.); Trains and supervises laboratory supervisors/technologists in research administration and research fund management duties.
  • Advises regarding proposal development including developing budget, key personnel and other support components; Informs the principal investigators/Divisional and laboratory administrators regarding the allowable costs to be charged to the program; Reviews proposals for submission, in coordination with principal investigators/Divisional and laboratory administrators, Research Management and Research Finance; Reviews and apprises Sr. Administrative Director and Chief, Vice Chair(s) of Research, of requests for external funding that allow less than applicable indirect costs; Reviews award notices from the sponsors and revises budgets as needed to serve as fiscal control mechanisms for the projects.
  • Is responsible for the overall financial management of the Department's research funding; monitoring, reporting, and management of research funds at the Divisional and laboratory level.
  • Works with principal investigators and Divisional and laboratory administrators to maintain fiscal and administrative compliance with institutional, Federal, private and industrial guidelines, terms and conditions.
  • Performs funding analyses, including forecasting anticipated deficits/surpluses.
  • Coordinates with Accounts Payable, Research Finance, Payroll, Information Systems, and other departments as needed for identification of and resolution of systemic problems.
  • Develops monthly status reports of research funds and reviews statements with Sr. Administrative Director on a quarterly or more frequent basis.
  • Recommends and implements strategies for the resolution of financial overruns; Responsible for working with principal investigators and Divisional and laboratory administrators to prevent, identify and resolve projected overruns and for resolving any deficits in a timely manner.
  • Works with Sr. Administrative Director to approve all capital purchases.
  • Responsible for the timely closeout of all expired projects; in conjunction with Research Finance, performs final review for sponsor compliance prior to project termination.
  • Ensures that Divisional and laboratory administrators perform all the above for their areas.
  • Works with principal investigators and trainees to research and identify new sources of funding.
  • Works with Sr. Administrative Director to prepare/provide input into annual operating and capital budget as related to research requests and to coordinate input at the Divisional/laboratory level.
  • Oversees and approves research financial transactional activities (payroll, travel requests, Peoplesoft MSS employee changes, journal entries, check requests, etc.) as appropriate; Oversees research expense (telephones, staffing, etc.) management issues; Oversees these activities as they occur at the Divisional and laboratory level; Performs comparative analyses; Develops and implements policies and procedures and strategies for cost containment.
  • Monitors monthly Department and Divisional/laboratory level research statistics, including various density measures and facilitates strategies for improvement in utilization etc.; Prepares reports of such activities and reviews them with the Chief/Vice Chair(s) of Research/Sr. Administrative Director on an annual or more frequent basis.
  • Conceptualizes and performs a variety of financial analyses (e.g. for fund monitoring, program development, etc.).

Human Resources/Supervisory Responsibilities

  • Establishes effective working relationships with principal investigators, representatives of other MGH Departments and sponsor agency representatives.
  • Oversees Departmental personnel issues as it relates to research personnel:
  • Approves all personnel transactions (hiring, salaries, promotions, job descriptions, etc.) for research personnel; Maintains Departmental "tree" for Peoplesoft Manager Self-Service.
  • Oversees directly and/or coordinates with Divisional/laboratory administrators and Human Resources as appropriate for the interviewing, hiring, supervision, and implementing institutional corrective action policy for all research staff.
  • Reviews workload issues to ensure appropriate staffing at the Divisional/laboratory level.
  • Reviews salary and wage issues; Ensures that all service performance evaluations are performed in a timely manner and in compliance with pay-for-performance plans.
  • Serves as Departmental resource for issues related to non-professional staff benefits for research personnel.
  • Interprets and ensures compliance with institutional and sponsor agency personnel policies and procedures.
  • Assists principal investigators/Divisional and laboratory administrators with other personnel-related issues.
  • Directs and oversees research activities of Divisional and laboratory administrators.
  • Responsible for the timely submission of bi-annual "time & effort" reports for the Department of Orthopaedic Surgery. Provides status reports to the Chief, Vice Chair(s) of Research, Sr. Administrative Director, Division Chiefs and follows up with administrative staff and PI's as needed.

Operational and Regulatory Responsibilities

  • Interprets and articulates institutional and sponsor research regulations, including numerous, detailed Federal regulations that are subject to varying interpretations and non-Federal regulations for which each private sponsor has unique requirements pertinent only to that sponsor; Develops and recommends solutions acceptable to both the institution and the sponsor; Maintains a current working knowledge of all pertinent sponsor regulations through attendance at regional and national seminars, and by staying up to date with agency publications and industrially sponsored agreement terms and conditions.
  • Develops and implements tools, systems and resources to support and facilitate proposal and award activities and to improve coordination of grant activities among principal investigators, Research Management and Research Finance; Works in concert with Research Management and principal investigators to ensure the continuity of the overall research effort.
  • Makes recommendations to Chief, Vice Chair(s) of Research, and Sr. Administrative Director for developing policies and procedures related to the research enterprise.
  • Works with the Chief, Vice Chair(s) of Research, Vice Chair(s) of Research, Sr. Administrative Director, and principal investigators on strategic planning for Departmental research; Assesses and recommends changes in the structure and functioning of research programs.
  • Coordinates the implementation of hospital wide and MGB research policies and procedures.
  • Serves as resource for resolution of research questions/issues/problems.
  • Coordinates with laboratories and MGB Innovation to execute material transfer agreements.
  • Reviews and interprets patent and licensing agreements; coordinates with MGB Innovation and Research Finance to establish budgets/funds flow mechanisms.
  • Works with individual Divisions and laboratories to maintain research component of Departmental and Divisional Websites.
  • Coordinates development, preparation, and distribution of research-related Departmental publications/communications.
  • Performs/coordinates special projects for the Department as may arise from time-to-time.

Space and Facilities Responsibilities

  • Oversees Departmental research facilities and environmental issues related to repairs, cleaning, directories, signage, furnishings, equipment etc.
  • Oversees/coordinates research space allocation and renovation projects.
  • Manages research space inventory for nine Divisions and one major laboratory; monitors research space density calculations and research investment; Prepares and presents reports of such statistics to the Chief, Vice Chair(s) of Research, and Sr. Administrative Director on an annual or more frequent basis; coordinates space allocation; recommends and implements strategies for density management.
  • Directs and oversees laboratory safety, regulatory, emergency preparedness, etc. issues; ensures Departmental and Divisional compliance with institutional, OSHA, NIH, USDA, etc. guidelines.
  • Oversees Departmental research information systems.
  • Coordinates with MGB Systems to arrange for hardware/software installation.
  • Explores, evaluates and implements new technologies and develops Departmental research information systems resources as appropriate.

Other Responsibilities

  • Performs/coordinates special projects for Executive Director and Department as may arise from time-to-time.
  • Provides coverage for Divisional and laboratory managers as needed/requested.
  • Staffs research meetings for senior staff as needed.
  • Participates in Research workgroups and committees that provide administrative direction and support to MGH and Partners research community.
  • Is the Visa Manager for the Department.


Provides direct supervision for one Clinical Research Manager and the research support staff who directly report to the incumbent. Also, responsible for administrative oversight of research support and technical staff. Is responsible for directing, coordinating, organizing, and working with Divisional and laboratory management staff and groups of individuals at all levels of the organization in conducting various projects.


Responsible for ensuring the management of research and sundry funds totaling approximately $40 million. Is responsible for collating, analyzing, and presenting sensitive fiscal information and participating in various aspects of fiscal management. Is responsible for prudent fiscal management of program resources (e.g. employee overtime, supplies, etc.).


    • Time Management: Exceptional organizational skills and ability to organize time and priorities effectively, asking for direction when appropriate. Flexibility to work independently and to handle multiple tasks and deadline pressures.
    • Quality Assurance: Skills to work efficiently and effectively and strive to do so in all aspects of position. Ability to effectively manage day-to-day operations, establish and maintain policies and procedures, monitor service statistics, and coordinate space and infrastructure issues. Ability to engender these skills among staff.
    • Personnel Management: Ability to skillfully handle issues of sensitive nature with respect to confidentiality, abiding by institutional guidelines. Ability to recruit, train and supervise staff and to ensure that performance evaluations, payroll, employee changes and other HR transactions are completed in an accurate and timely manner. Ability to provide support, direction and development to staff.
    • Professional knowledge: Extensive knowledge regarding financial, operational, personnel and research management, business planning, project management etc. Sufficient knowledge to improve, enhance, or upgrade complex financial, operational and technical systems.

    • Information Systems/Technology Skills: Exceptional computer skills, including operating systems, word processing, database, electronic mail, Internet, spreadsheets, and other office management systems (e.g. Insight, PeopleSoft, Kronos, Vision,).
    • Safety/Compliance: Knowledge in all aspects of safety and ability to ensure a safe environment for patients, staff and laboratory subjects, including specific regulatory requirements (e.g. TJC, CMS, HIPAA), MGH, NIH, federal and private sponsor guidelines, etc.


    Normal office conditions. May be required to attend meetings outside of regularly scheduled hours.


    • Bachelor's degree, Management, Finance or scientifically-related discipline; Master's degree preferred.
    • Minimum of 5 to 7 years of directly related experience.
    • Minimum of 2 years of prior supervisory experience.
