Description

DHHS is a State agency with an annual budget of over $3.5 billion and more than 4,900 employees and is searching for a self-motivated, results-driven candidate to report directly to the Chief Operating Officer (COO) as a Chief Financial Officer (CFO). As part of the executive team, the CFO will collaborate with all six Divisions (Medicaid and Long-term Care, Children and Family Services, Developmental Disabilities, Behavioral Health, Public Health, and Operations) to ensure financial policies and fiscal operations are followed.

This position will strategically lead the Department's financial management techniques and practices with a high level of integrity, a strong sense of urgency, an accomplished financial background, effective interpersonal, communication, analytical, and problem solving skills, and strategic thinking capacity. The successful candidate will be able work proactively with the Divisions, the Governors financial team and the Legislative budget office. It is key that the CFO is able to develop sophisticated relationships with all state entities and is savvy in managing and maintaining these relationships In all areas of responsibility must emulate DHHS's Values and Core Competencies and our mission of "Helping People Live Better Lives."

Examples of Work

Areas of responsibility include:
• Strategically plan, develop, implement, direct and evaluate the Department's fiscal function and performance for the Department as well as individual Divisions.
• Direct Department management on financial issues impacting the Department's budgets, operating from a continuous process improvement mindset.
• Provide strategic financial input and leadership on decision making issues affecting the Department.
• Works closely with the CEO and COO as a trusted financial advisor,
• Establish credibility for finance functions by providing timely and accurate analysis of budgets, financial reports and financial trends in order to assist the Governor, Chief Executive Officer, Chief Operating Officer, Division Directors and senior management in performing their responsibilities.
• Collaborate and work with Divisions to do financial projections and develop both short-term and long-term financial plans. Will provide general oversight to divisional finance teams in addition to direct oversight of finance team.
• Develop long range planning with financial consultation of new programs/strategies and regulatory action.
• Proactively work with the Governor's Budget Office and the Legislative Budget Office including anticipating their needs related to all fiscal information needed to make decisions.
• Advise on financial aspects of contracts into which the Department may enter.
• Develop a reliable cash flow projection process and reporting mechanism that includes Federal, General and Cash minimum funds threshold to meet operating needs.
• Streamline, establish, and enforce policies and procedures to optimize financial effectiveness.
• Manage the finance staffing structure and team plan for maximum efficiency.

Qualifications / Requirements

The successful candidate must have achieved: Bachelor's degree in business, finance, accounting or related field; 10+ years in progressively responsible financial leadership roles; experience in managing complex financial situations; experience in working with multiple funding sources; or equivalent combination of education and experience. DHHS would prefer a Master's degree in business administration or related field. Certified Public Accountant (CPA). Experience working within a governmental agency is also preferred.

Knowledge, Skills and Abilities

Successful candidates will have strong interpersonal skills, problem solving/analysis and creative skills. Must have the ability to communicate and develop strong relationships at all levels of the Department, and with all state entities. Must be able to exercise sound judgment and make decisions based on accurate and timely analyses as well as anticipate data that is needed to make decisions. Knowledge of generally accepted accounting principles. Must have a high level of integrity and the ability to maintain confidentiality. Must have a strong sense of urgency and results-orientation with financial management, business acumen, ethical conduct, leadership, performance management, personal effectiveness/credibility, strategic thinking, and technical capacity.
