The Chief Data Officer (CDO) has the responsibility of fostering value creation by using Billings Clinic's internal data assets, and data that resides in the external data ecosystem. Responsibilities include value creation through data exploitation, and envisioning data-enabled strategies that will help Billings Clinic accomplish its vision and strategic objectives. The Chief Data Officer is the leader of all enterprise reporting and analytical initiatives, decision-making affecting enterprise reporting and analytics, directing enterprise analytics processes, and using analytics to drive innovation and enterprise objectives. The CDO is also responsible for aligning data and information policies, and administration with relevant regulatory, legal, and ethical mandates.

Essential Job Functions

* Responsible for exploiting the value of BillingsClinic's enterprise data and information assets by applying analytical methodsto deliver insight to the organization allowing it to achieve its vision andstrategic objectives. These insights will be used for strategic decision makingand planning, health care utilization and costs, reimbursement projects andissues, population health and clinical outcomes, provider patterns andvariations, trends and forecasting, and other initiatives.          
* Responsible for defining, developing, implementing, andmaintaining "best-in-class" data, information, reporting, and analyticalcapabilities of Billings Clinic. This includes defining and ensuring theimplementation of the appropriate data and information storage architectures,the analytics platforms, and the visualization platforms needed to supportthese capabilities. This includes the capabilities to innovate using data andanalytics.
* Define the data and information strategy practices,lead the creation, and assure the on-going relevance of the strategy inassociation with the CIO, the CEO and other Senior Executive Team members. Thedeveloped strategy will create and support a culture that manages data as anenterprise asset.  
* Identify and standardize the use and governance of dataand analytics in support of the Billings Clinic's business strategies.          
* Institute a programmatic approach for enterpriseinformation management to identify, prioritize and execute the data andanalytics initiatives with clear alignment to identified business strategiesand outcomes.             
* Be the enterprise champion for a data-drivendecision-making culture.
* Serve as an expert consultant to senior leaders,operational leaders, and analysts in the development and implementation ofanalytical methods, performance metrics, and reports needed to solve businessneeds,
* Define, manage, and ensure an adequate informationtrust model, controls for master data and metadata management, includingreference data.
Lead the regulatory and compliance programs related todata, analytics, and information assets.
Ensure that business reports derived from controlled dataare consistent and representative of the true state of the business.
* Organize and lead a data and analytics center ofexcellence. Define member responsibilities and accountabilities for both.Define job roles, recruit candidates, and then manage directly or indirectly ateam of data and analytics governance leaders and senior information managementprofessionals in regions or business units across a complex, internationalgroup enterprise.

Minimum Qualifications
Education

* Master's degree with emphasis in Information Science, mathematics, business management, or related discipline. 

Experience

* 5+ years of experience with analytics in data warehouseenvironment
* 5+years' of experience managing analytical teams
* 10+years in analytics/informatics and report development experience

Certifications and Licenses

* Current Montana driver's license and the ability to be insured to operate Billings Clinic vehicles
