Primary Job Purpose

The Business Systems Analyst III is an expert in system configurations in all environments, for all new and existing clients and provides expert advice to business executives and IT on how to best solve tough business and technical problems. This role is responsible for new customer implementation and all CER to ensure business needs are captured accurately. It provides statistical analysis for government related programs.

General Functions and Outcomes

  • Responsible for new client scoping and requirements gathering.
  • Responsible for scoping and requirements gathering for CER's.
  • Responsible for configurations in all environments for new and existing clients, including sandbox setup.
  • Manages Clarus change orders.
  • Assist sales by upselling existing clients and answering questions about HealthSparq products and features.
  • Responsible for scope validation and benefit analysis.
  • Researches and find answers to client questions where there are gaps in documentation or knowledge or where there is uncertainty in product functionality or flexibility.
  • Responsible for drafting results for formal publication.
  • Improve internal hand offs resulting from product feature development or CER work.
  • Build and execute requirements provided by Professional Services.
  • Manages data and code loads, pushes and updates.
  • Apply parsing rules.
  • Create use cases and test users.
  • Assist with Cucumber scenarios and create customer specific scenarios.
  • Responsible for client QE with support from client OPS QE and reporting any issues found.
  • Manage configurations for four HealthSparq products.
  • Manages tasks on moderate size enterprise-wide work efforts.
  • Provides advanced troubleshooting where needed.
  • Conducts gap analysis for migration work from Clarus/HSQ classic.
  • Manage configurations five HealthSparq products
  • Trains and coaches less experienced and peer analysts.
  • Manages own tasks on moderate size enterprise-wide work efforts.


Minimum Requirements
  • Demonstrated understanding of complex systems integration issues involving many disparate data sources, and experience in resolving them through providing clear direction on scope of solution.
  • Demonstrated leadership skills for large projects in a technology-oriented field with a high emphasis on communicative and interpersonal relationship skills is required.
  • Demonstrated interpersonal savvy, relates well to all kinds of people in the organization regardless of level, builds rapport and constructive relationships.
  • Demonstrated excellent negotiations skills with both internal and external groups including ability to settle differences with a minimum of noise and a maximum level of diplomacy and tact. Includes ability to influence without direct authority.
  • Demonstrated excellent problem-solving skills and uses rigorous logic and methods to solve difficult problems with effective solutions.
  • Demonstrated functional and technical skills including the ability to architect effective solutions for a growing Software as a Service company.
  • Demonstrated good decision quality, makes sound decisions based upon a mixture of analysis, wisdom, experience, and judgement.
  • Knowledge of project management methods and techniques, development life cycles disciplines, and change management.
  • Ability to coordinate activities with all levels of staff and external business partners through clear and concise verbal and written communication skills.
  • Demonstrated analytical ability to identify problems, develop solutions and implement a chosen course of action.
  • Skills and experience using word processing and spread sheet programs.
  • Proficient understanding of all corporate data systems including membership, cash and the HCR reconciliation systems.
  • Experience with doing data compares, doing the analytical research on the results and formulating the written results.
  • Configuration experience for up to two HealthSparq products.
  • Understands moderately complex acceptance criteria enough to verify results; develops technical documentation and can understand moderately complex technical documentation.
  • Ability to facilitate and lead small teams (1-3) for moderate work efforts which includes estimating, coordinating, tracking progress, inspiring other to complete tasks on time, assisting with resolving issues.
  • Able to participate in requirements sessions/interviews and document clear requirements for moderate work efforts.
  • Mastering knowledge and skills of common software development methodologies.
  • Ability to think creatively and come up with original and innovative solutions to business problems in a timely manner.
  • Configuration experience for up to four HealthSparq products.
  • Ability to be creative and innovative in the application of data and information to support strategic and tactical planning.
  • Ability to lead small teams (3-5) for complex work efforts which includes estimating, coordinating, tracking progress, inspiring other to complete tasks on time, assisting with resolving issues and creating status reports. Ability to present and effectively communicate with leadership.
  • Ability to use and coach more junior team members and business partners on development methodologies.
  • Configuration experience for up to five HealthSparq products.


Normally to be proficient in the competencies listed above

Business Systems Analyst III, HSQ would have a Bachelor's degree in Business, Computer Science, Communication or related field and 6 years of experience in developing requirements for projects where computer software is created or the equivalent combination of education and/or experience including experience with methodologies and structured analytical approach.

Work Environment
  • Additional hours, such as late evening and weekend, may be necessary and staff will be expected to accommodate, particularly during project implementation.
  • Duties are performed primarily in an office environment, though travel may sometimes be required.
  • Coworkers and business partners will reside in multiple locations.
  • Sits and works at a PC with a telephone for extended periods of time.
