SUMMARY

The Business Analyst will provide planning and support for a large healthcare initiative for our client, the Centers for Disease Control and Prevention (CDC). This position will play a vital role in providing support for the COVID-19, and other related pandemic response through the Center for Preparedness and Response (CPR). The Analyst provides support in translating business needs into product and service requirements, provide quality control for documentation and spreadsheets, reviewing pharmaceutical vendor invoicing and reports for accuracy, identifying trends and providing input on addressing future needs for the program office.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Collects, analyzes, synthesizes and documents client business needs.

Conducts requirements gathering sessions with client stakeholders using interviews, document analysis, business process descriptions, use cases, scenarios and workflow analysis.

Participates in the creation or redesign of reports and communication supporting processes and procedures.

Translates requirements into technical specifications, formulates and defines systems scope and objective.

Identifies gaps in processes, opportunities for improvements, and automation.

Supports the development, review, analysis and documentation of new and enhanced SOPs, templates, plans, manuals, workflows and other guidance documentation.

Manage tracking and reporting of project costs, calculating estimates of cost and revenue, pricing, and communications with the customer.

Support program coordination and administration including deliverables, reporting compliance, invoicing, financial analysis, cost control, and budgetary review

Ensures accuracy and completeness of vendor project financial status

Ensures information meets needs of program managers, customers, and operations

Oversees information utilized for cost proposal pricing; sets up spreadsheets and ensures pricing accuracy

Supports program manager or operations with costing strategy, process, and schedule management

Prepares operations financial data reports

Reviews contract language and works with program managers, contract administration, and operations to understand and develop compliance

Ensures compliance to processes and regulations

Manage multiple projects without having direct supervisory responsibilities

EDUCATION/EXPERIENCE

Bachelor's degree and a minimum of five (5) years' relevant experience conducting administrative support and/or business analysis for large scale public health initiatives. Experience with FAR/DFAR and the Invoice is a required, CDC experience and MBA is a plus.

Knowledge of Microsoft Office products.

Working knowledge of FAR and DFAR.

Working knowledge of the IPP Invoicing System.

Ability to lead or contribute to the development of technical reports and procedures Must have advanced skills with Microsoft Office Suite programs such as Word, Excel, Access, Project, PowerPoint, and Visio.

The ability to pass a background check is required.

LANGUAGE SKILLS

Ability to read, analyze, and interpret technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.

MATHEMATICAL SKILLS

Basic math skills.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
