About Us:

Volunteers of America-Greater New York (VOA-GNY) is an anti-poverty organization that seeks to end homelessness in the New York metropolitan area by the year 2050. We focus our continuum of care to address the most prevalent causes of homelessness: (1) lack of affordable housing; (2) unmet health needs, including but not limited to mental health and substance use; and (3) lack of jobs that create wealth. In each of these areas we strive to incorporate strategies that address issues of racial equity. We know that our clients are confronting longstanding barriers to accessing quality housing, healthcare, and employment. Our programs are designed to ensure that our clients do not have to face these challenges alone.

Now in our second century of serving those in need, VOA-GNY understands what it takes to heal families and individuals who are in crisis and have experienced trauma. We operate and provide services in emergency shelters, transitional housing, and permanent supportive housing for close to 11,000 men, women and children through 65 programs located in New York City, Northern New Jersey, and Westchester annually. We are one of the largest providers of services to families and individuals experiencing homelessness in the Greater New York area, serving survivors of domestic violence, people living with HIV/AIDS, veterans, and others who have behavioral health or substance use needs. Many of VOA-Greater New York's programs are nationally recognized and meet the rigorous standards of accrediting bodies CARF, COA and the NAEYC.

Position: Assistant Vice President of Quality (ADM124)

Summary:
The Assistant Vice President of Quality Assurance and Research will be responsible for collaborating with and supporting program staff to ensure that programs are meeting the highest standards of excellence and achieving optimal client outcomes. The Assistant Vice President will serve as a member of VOA-GNY's leadership team and will build a culture that embraces the use of data in decision making throughout the organization.

Minimum Qualifications:
Master's degree in a related field and 7+ years of professional experience in program design, management, monitoring, and/or evaluation. Demonstrated knowledge of performance improvement principles and best practices. Other relevant knowledge, skills, and abilities include:

  • Ability to maintain positive relationships with a variety of stakeholders and influence behavior without direct authority .
  • Ability to work with large data sets, identify key trends, and discern how those trends impact program quality and client outcomes.
  • Excellent communication skills with demonstrated experience conveying complex concepts in a clear, persuasive, and succinct manner.
  • Ability to develop, manage, and execute projects on schedule with minimal oversight, prioritize and manage multiple projects simultaneously, and work within tight deadlines as needed.
Supervisory Role:
This position does have supervisory responsibilities.

Principal Responsibilities:
The below enumerated principal responsibilities are inclusive of both program specific and firm-wide related administration, as applicable.

  • Develop and interpret management dashboards that will assist program leaders in identifying opportunities for program improvement.
  • Oversee the design, implementation, and monitoring of evidence-based programs, including the development and use of logic models to evaluate program design.
  • Ensure that policies and procedures promote efficiency and reflect laws and regulations, funder requirements, and best practices in service delivery.
  • Oversee VOA-GNY's incident management program.
  • Provide technical assistance to programs as they seek to obtain or maintain accreditation and licensure.
  • Oversee maintenance and improvement of systems for the collection and reporting of client data.
  • Assist programs with funder audits, oversee internal program reviews, and monitor adherence to Plans of Corrective Action.
  • Collaborate with the Human Resources team to ensure program staff are well-trained to provide high-quality services.
  • Collaborate with the Development and External Relations team to ensure client demographics and program outcomes data enhances the quality of marketing materials and funder proposals/reports.
  • Performs other related duties as assigned or requested.
  • Expected Results of Principal Responsibilities:
  • Management dashboards that allow program leaders to identify opportunities for program improvement are developed.
  • Evidence-based programs are designed, implemented, and regularly monitored .
  • Policies and procedures promote efficiency and reflect laws and regulations, funder requirements, and best practices in service delivery.
  • Incident management program meets funder and regulatory requirements, and helps VOA-GNY enhance the safety of its programs.
  • Programs are successfully accredited and licensed with support from the Quality Assurance team.
  • Data systems are enhanced for greater efficiency and functionality.
  • Programs receive support with funder audits and implementation of Plans of Corrective Action, and internal program reviews are conducted with the goal of improving program quality.
  • Program staff are well-trained to provide high-quality services.
  • Quality of marketing materials and funder proposals/reports are enhanced with demographics and program outcomes data.
  • Related tasks are performed completely, on time, and accurately.
  • Work Environment:
    While performing the duties of the job, the employee will be in an office environment performing administrative work.

    Physical Demands:
    While performing the duties of the job, the employee is regularly required to have visual acuity, talk and hear while communicating with peers and/or vendors. This position is sedentary and requires sitting for long period of times. The employee must occasionally lift and/or move items up to 20 pounds.
