Responsibilities

Spencer Gifts, LLC has an immediate opening for a Customs Compliance Classification Analyst. In this position, you would be a key part of the Logistics team. Under the direction of the Customs Compliance Manager, this position is responsible for ensuring all import and export transactions are completed within applicable government rules and regulations. Position will interface with US and Canada Customs, custom brokers, internal and external customers on all matters pertaining to Customs and import/export regulations.

This position will provide analytical and technical support to facilitate the Company's global, legal, and regulatory compliance requirements with a focus on related rules and best practices. In addition, responsibilities include the validation of information provided by suppliers of Spencer Gifts LLC products to monitor adherence to the Company's requirements and standards.

Primary Job Responsibilities:
  • Work with Sourcing, Product Development, and Merchandise groups to determine proper classification of all goods, imported directly and domestically sourced by a Spencers Line of Business, as defined by and interpreted in the Harmonized Tariff Schedule of the United States and Canada.
  • Work with Sourcing, Product Development, and Merchandise groups to obtain necessary information for Binding Ruling requests for the United States and Canada, and offering tariff engineering options.
  • Work with Customs Compliance Administrator to ensure entries are properly classified at time of entry, and respond to broker questions or post entry questions as it relates to classification.
  • Determine application of Partnering Government Agency (PGA) regulations to imported merchandise, in both the United States and Canada, and apply to the Item Master.
  • Maintain all appropriate back up documentation to support commodity classifications.
  • Maintain the master classification database and classification program as it relates to the Harmonized Tariff Schedule of the United States and Canada.
  • Review and maintain reports as they relate to the classification process.
  • Identify anomalies in processes and procedures, and put action plan in place for resolution.
  • Develop and maintain metrics as it relates to the company's classification program.
  • Help draft and deliver communications and training initiatives to drive compliance.
  • Assist with other duties assigned by Manager regarding internal or Customs audits; programs, processes and procedures governing the use of FTA's, First Sale, or other duty reduction programs; and special projects involving Customs or vendor compliance as requested or needed.
  • Provide support to the Manager as it relates to projects and any other requests.


Qualifications

Requirements / Qualifications
  • Four year degree preferred
  • US Customs Brokerage License preferred but not required
  • Experience in classification of a vast range of commodities, with a concentration in textiles and apparel, footwear, costumes, and hard goods in accordance with the classification standards and principles of the Harmonized Tariff Schedule preferred but not required.
  • Knowledge of FTA, FDA, FWS, ADD, APHIS and duty reduction programs preferred but not required.
  • Ability to work cross functionally with a fast paced leadership team.
  • Ability to research and effectively summarize difficult topics including law.
  • Detail oriented; ability to process high volume work load within deadline with high level of accuracy.
  • Must possess excellent analytical, problem solving, critical thinking, and listening skills.
  • Must possess excellent time management, organizational, written and verbal communication skills.
  • Experience using automated classification tools such as electronic version of Harmonized Tariff Schedule, and CROSS ruling databases.
  • Demonstrated proficiency in Microsoft Office products, Word, Excel. Knowledge of Access a plus.
  • Minimal travel.
  • As requested by management, training and seminars on campus and off campus are required.
