Position Summary

The Acquisition Specialist will provide support for a full range of acquisition planning and contract management functions required to support a contract project with a mission of development, acquisition, testing, integration, production and fielding of an access platform that will be used by Cyber Mission Forces.

Essential Duties and Responsibilities

Duties include, but not limited to:

  • Identifies subsystems, materials and services to be acquired by contract. Supports the planning, development and establishment of the contractual strategy for the overall acquisition program for PdM IW
  • Assists in the preparation and maintenance of current acquisition plans, appropriate milestone charts and related schedules
  • Coordinates with engineers, the procurement officer(s), contracting office representatives, legal and other specialist as necessary to plan and develop documentation for contract actions, milestone decisions, and reviews
  • Assists in developing obligation plans, P&R Forms, Weapon System Reviews, and Program Objective Memoranda
  • Provides advice for program/budget scheduling and planning, including preparing recommendations for program objectives, operating schedules, and resource requirements
  • Assists government clients in managing contract actions, contract strategy planning, and coordinating contracting schedules
  • Provides support in the development of Acquisition Requirements Package (ARP) / Request for Services Contract Approval (RSCA) documentation for future contracts, Task Orders, Delivery Orders and Other Transactional Authority (OTA) as well as supporting Justifications/Approvals (J&As) package development
  • Coordinates schedules/timeline requirements with the PM, PEO and ACC to ensure future contract actions will be awarded in time to support Program requirements

Requirements

Minimum Requirements

The position is contingent upon candidate's ability to meet physical and medical requirements as needed by the position; thereby, including compliance with all applicable federal, state, and local jurisdictional requirements with respect to COVID-19, as well as any Government or customer site-specific requirements. Requirements typically include but are not limited to proof of full COVID-19 vaccination status, except in circumstances where a candidate is legally entitled to an accommodation.

Knowledge and Skills

The required skills and knowledge include:
  • US Citizenship and must currently possess a TS/SCI DoD Security Clearance.
  • Knowledge and skill in the application of related laws, regulations, policies, precedents, methods and techniques of federal contracting and the DoD 5000 acquisition process
  • Familiarity with the Procurement Planning Management Tool (PPMT), contract documentation requirements, Indefinite Delivery/Indefinite Quantity (IDIQ) as well as service focues contracts, Other Transactional Authority (OTA) contract vehicles and experience with Independent Government Cost Estimates (IGCE)

The minimum years of related experience required: 8 years

Education

The minimum level of education required is:
  • BS in Business or IT. 4 years of additional experience can be considered for equivalency

Desired Requirements

The desired skills, knowledge, and education include:
  • Minimum of 1 year experience with the two phases of software acquisition pathway or the agile acquisition strategy
  • Experience working with the government or working as a Science and Engineering Technical Assistance (SETA) within a program management office for the acquisition of Electronic Warfare (EW) or other tactical C5ISR programs

Other Qualifications

Outside of the above, other certifications, licenses, or clearances include:
  • Excellent interpersonal skills, to include the ability to work on multi-functional teams;
  • Ability to comprehend and apply guidance provided in DoDI 5000.91, Product Support Management for the Adaptive Acquisition Framework.

Physical requirements for the job include the ability to walk, stand, and lift up to 15 pounds
