Responsibilities

The 340(b) Contract Manager plans, manages and coordinates the pharmacy 340(b) Drug Pricing Program for all qualified entities within the organization. Such management and coordination includes assuring qualifications for the program are met and maintained, the program is fully implemented in all areas of qualification, including covered entities and contracted pharmacies; related records are complete and accurate; and that it meets all primary objectives as defined by leadership. The 340(b) Contract Manager is responsible for managing and development of procurement / contracting policies, procedures, and practices related to the St. Christopher Hospital for Children Pharmacy, and Tower Health as appropriate.

Job Responsibilities
  • Manages all aspects of the 340(b) drug pricing program.
  • Routinely monitors and interprets utilization records, 340(b) purchasing accounts to ensure software or tools are working properly and accurately.
  • Performs audits and both internal and external compliance assessments to validate processes.
  • Determines eligibility of drugs to be purchased under the program and works with the Inventory Specialist to purchase these drugs.
  • Develops compliance and purchase record reports as per Tower Hospital 340(b) policies and procedures.
  • Monitor outpatient points of service to continually look for additional qualified areas where 340(b) may be used, including potential creative services which may qualify under the program.
  • Participates as an integral member of the hospital team to ensure compliance with the 340(b) program throughout the institution.
  • Keeps the Director of Pharmacy and Information Manager informed regarding issues and updates regarding 340(b) programs.
  • Communicates effectively with wholesalers, pharmacists, administrators, managers, Inventory Specialist, and other healthcare staff.
  • Prepares program content and presents educational presentations to varied internal hospital staff, external vendors, clients, or other 340(b) eligible entities as necessary.
  • Prepares and presents program updates with metrics to 340(b) oversight committees and other leadership as requested.
  • Plans and coordinates the 340(b) drug pricing program for all qualified entities within the organization.
  • Presents contracts to Tower Health Ambulatory Pharmacy and implements them within program guidelines.
  • Ensures compliance with the HRSA Office of Pharmacy Affairs (OPA) regulations related to the 340(b) drug pricing program.
  • Provides coverage for the Inventory Specialist when necessary.
  • Assists with budget planning process including operating and capital budgets.
  • Participates in the analysis and interpretation of 340(b) pricing trends, and the economic impact of new legislation which for budgeting purposes are translated to forecast future drug expenditures and savings.
  • Assists with policy and procedure development for other aspects of the pharmacy department as requested. Assists with compliance with other pharmacy regulations as requested.
  • Assists organization with related programs, such as the development of a patient assistance drug cost reimbursement programs, as requested.
  • Demonstrates professional behavior and participates in initiatives to promote quality and professionalism in all aspects of job performance.
  • Meets expectations and deadlines for assigned 340(b) initiatives. Proactively recognizes and communicates barriers to meeting these requirements.
  • Responds to criticism and challenges in a positive and constructive manner. Demonstrates tolerant and courteous behavior when confronted with difficult situations.
  • Participates in setting department goals and objectives within the framework of the organization's key initiatives, evaluates effectiveness and implements changes to achieve desired outcomes. Develops action plans to meet established objectives and monitors progress.
  • Develops and maintains policies and procedures for the 340(b) program and ensures continued internal compliance with these policies.
  • Collaborates with the finance and billing departments to monitor changes that could affect 340(b) qualification such as changes in the points of service position on the cost report, any changes in institutional ownership or related joint ventures and any variations or negative trends in DSH percentages.
  • Ensures pharmacy related contracts are reviewed by appropriate parties.
  • Presents contracts to Reading Hospital Ambulatory Pharmacy and implements them within program guidelines.
  • Assists with policy and procedure development for other aspects of the pharmacy department as requested.
  • Assists with compliance with other pharmacy regulations as requested.
  • Establishes relationships with vendors that service the pharmacy department.
  • Develops compliance and purchase record reports as per Hospital 340(b) policies and procedures.

Qualifications

Training & Education:
  • High School Diploma or GED
  • National Pharmacy Technician Certification (CPhT) through the Pharmacy Technician Certification Board (PTCB) (must be obtained within 3 months of hire date)
Required Licenses :
  • National Pharmacy Technician Certification (CPhT) through the Pharmacy Technician Certification Board (PTCB) (must be obtained within 3 months of hire date)
